City councils are significant, though seldom central, actors in local policy networks providing public assistance to disadvantaged residents. Mayors and council members in 12 American cities more often support than oppose public assistance initiatives. They claim that their own normative judgments are more important to their preferences and voting behavior on such matters than are public opinion, group demands, or economic considerations. While such elected officials hold a variety of justice principles, the most important of these affecting their positions on public assistance issues is the “floors” principle. A broad ethical commitment to providing social minimums enhances support for living‐wage ordinances, for linking subsidies for economic development to assistance to less advantaged citizens, and for exempting spending on social services from budget cuts. We discuss the implications of these findings for major theories of urban politics and policies—collective‐action theory, regime theory, and pluralism—and for advocates on behalf of the urban poor.  相似文献

From the Late Neolithic to the Early Copper Age on the Great Hungarian Plain (4500 BC, calibrated) a transformation in many aspects of life has been inferred from the archaeological record. This transition is characterized by changes in settlements, subsistence, cultural assemblages, mortuary customs, and trade networks. Some researchers suggest that changes in material culture, particularly the replacement of long-occupied tells with smaller, more dispersed hamlets, indicates a shift from sedentary farming villages to a more mobile, agropastoral society that emphasized animal husbandry and perhaps secondary products of domestication. In a previous study (Giblin, 2009), preliminary radiogenic strontium (87Sr/86Sr) isotope data from human dental enamel showed that Copper Age individuals expressed more variable isotope values than their Neolithic predecessors. These data provided support for the idea that Copper Age inhabitants of the Plain were acquiring resources from a greater geographic area, findings that seemed consistent with a more mobile lifestyle. In this article a larger sample from human and animal skeletal material is used to re-evaluate earlier work and shed new light on the transition from the Neolithic to the Copper Age in eastern Hungary. The expanded sample of strontium isotopes from human dental enamel shows that 87Sr/86Sr values are more variable during the Copper Age, but the change is more pronounced in the Middle Copper Age than in the Early Copper Age. These results, along with recently published complementary research, indicate that the transition from the Late Neolithic tell cultures of the Plain to the more dispersed Copper Age hamlets was more gradual than previously thought, and that the emergence of an agropastoral economy does not explain changes in settlement and material culture.  相似文献

During the early medieval period in Ireland, Dublin was established as the largest Viking settlement on the island in the ninth century AD. A previous biodistance study has suggested that the population of the town consisted of a polyethnic amalgam of immigrant and indigenous. In this study, we use biogeochemistry to investigate paleomobility and paleodiet in archeological human remains from the ninth to eleventh century levels at the sites at Fishamble Street II (National Museum of Ireland excavation number E172), Fishamble Street III (E190) and John’s Lane (E173), as well as twelfth-century remains from Wood Quay (E132). Through radiogenic strontium isotope, stable oxygen, carbon, and nitrogen isotope, and elemental concentration analyses, we investigate the origins of the individuals who lived and died in early and late Viking Dublin. Mean archaeological human enamel and bone isotope values from Dublin are 87Sr/86Sr = 0.70975 ± 0.00139 (2σ, n = 22), δ13Ccarbonate(V-PDB) = −14.8‰ ± 0.8‰ (1σ, n = 12), and δ18Ocarbonate(V-PDB) = −7.2‰ ± 1.0‰ (1σ, n = 12). Archaeological human bone samples exhibit mean δ13Ccollagen(V-PDB) = −20.8‰ ± 0.5‰ (1σ, n = 12) and mean δ15Ncollagen(AIR) = +10.0‰ ± 1.7‰ (1σ, n = 12). Comparing these data with archaeological faunal data from Dublin and published data from northern Europe, we argue that there are no clear immigrants from other parts of the North Atlantic, although there is one clear outlier in both origins and diet. Overall, the relative homogeneity in both paleomobility and paleodiet may support models of acculturation in Viking Dublin, rather than a high number of first-generation immigrants or continued migration from Scandinavia.  相似文献

Annie Moore, the first immigrant to enter the USA through the Ellis Island immigrant processing station, stands as an originary figure of the so‐called golden age of European immigration to the USA in the late nineteenth century. The contemporary archivization of the Irish immigrant Annie Moore in the Ellis Island Museum, New York and the Cobh Harbour Heritage Centre in County Cork, Ireland repeats the democratic rhetoric of immigration which underpins the foundation of the USA, as well as the national imaginary of Ireland. Yet in so doing, this archivization effaces the hierarchies of race and class that have historically underpinned the democratic rhetoric of immigration. With reference to Jacques Derrida's work on the archive and hospitality, this article expands on a performance‐based critical art intervention into the archivization of Annie Moore entitled ‘Calling Up Annie Moore’. Focusing on the blindspots, ellipses and discontinuities which the archive represses, the article traces the different histories and experiences of immigration which the art intervention disclosed.  相似文献
