Polycentricity is a fundamental concept in commons scholarship that connotes a complex form of governance with multiple centers of semiautonomous decision making. If the decision‐making centers take each other into account in competitive and cooperative relationships and have recourse to conflict resolution mechanisms, they may be regarded as a polycentric governance system. In the context of natural resource governance, commons scholars have ascribed a number of advantages to polycentric governance systems, most notably enhanced adaptive capacity, provision of good institutional fit for natural resource systems, and mitigation of risk on account of redundant governance actors and institutions. Despite the popularity of the concept, systematic development of polycentricity, including its posited advantages, is lacking in the commons literature. To build greater clarity and specificity around the concept, we develop a theoretical model of a polycentric governance system with a focus on the features necessary or conducive for achieving the functioning predicted by commons scholars. The model is comprised of attributes, which constitute the definitional elements, and enabling conditions, which specify additional institutional features for achieving functionality in the commons. The model we propose takes the concept a step further toward specificity without sacrificing the generality necessary for contextual application and further development. 相似文献

In the United Kingdom (UK) the centenary commemoration of the First World War has been driven by a combination of central government direction (and funding) with a multitude of local and community initiatives, with a particular focus on 4 August 2014; 1 July 2016 (the beginning of the Battle of the Somme) and 11 November 2018. ‘National’ ceremonies on these dates have been and will be supplemented with projects commemorating micro-stories and government-funded opportunities for schoolchildren to visit Great War battlefields, the latter clearly aimed to reinforce a contemporary sense of civic and national obligation and service. This article explores the problematic nature of this approach, together with the issues raised by the multi-national nature of the UK state itself.

The new universities of the 1960s were innovatory, in their curricula, architecture, independence and academic ambitions. They also marked a different relationship between universities and their localities. For a century, new universities had been predicated on local demand, whereas the 1960s universities were conceived of as national institutions meeting a national demand. This new approach to university–civic connections was sudden, novel and contributed to a sense of remoteness attached to the new universities. Both leprosy and metastatic cancer are well documented in the literature on human skeletal palaeopathology. The manifestation of both pathological conditions in a single archaeological skeleton has not been reported. A case from a Medieval site in Chichester, England exhibits bone lesions and patterns of skeletal involvement indicative of both these diseases. Evidence of leprosy is largely restricted to the lower tibiae, fibulae and the bones of the feet. Fine destructive foci and reactive fibre bone associated with metastatic cancer are distributed in many of the remaining areas of the skeleton. Testing for Local Spatial Autocorrelation in the Presence of Global Autocorrelation 总被引:22,自引:0,他引:22
A fundamental concern of spatial analysts is to find patterns in spatial data that lead to the identification of spatial autocorrelation or association. Further, they seek to identify peculiarities in the data set that signify that something out of the ordinary has occurred in one or more regions. In this paper we provide a statistic that tests for local spatial autocorrelation in the presence of the global autocorrelation that is characteristic of heterogeneous spatial data. After identifying the structure of global autocorrelation, we introduce a new measure that may be used to test for local structure. This new statistic Oi is asymptotically normally distributed and allows for straightforward tests of hypotheses. We provide several numerical examples that illustrate the performance of this statistic and compare it with another measure that does not account for global structure. 相似文献

This article engages with the arguments forwarded by Perez Zagorin against the possible consequences of postmodernism for history as it is currently conceived of particularly in its “proper” professional/academic form (“History, the Referent, and Narrative: Reflections on Postmodernism Now,”History and Theory 38 [1999], 1‐24). In an overtly positioned response which issues from a close reading of Zagorin's text, I argue that his all‐too‐typical misunderstandings of postmodernism need to be “corrected”—not, however, to make postmodernism less of a threat to “history as we have known it,” or to facilitate the assimilation of its useful elements while exorcising its “extremes.” My “corrections” instead forward the claim that, understood positively and integrated into those conditions of postmodernity which postmodernism variously articulates at the level of theory, such theory signals the possible “end of history,” not only in its metanarrative styles (which are already becoming increasingly implausible) but also in that particular and peculiar professional genre Zagorin takes as equivalent to history per se. And I want to argue that if this theory is understood in ways which choose not to give up (as Derrida urges us not to give up) the “discourse of emancipation” after the failure of its first attempt in the “experiment of modernity,” then this ending can be considered “a good thing.” 相似文献

South Africa has been at the centre of world history for over a century and it is now the focus of all eyes for the World Cup. The country has been a by‐word for racial inequality and more recently for crime and violence. But it is also notable for social progress and cultural vitality. The HIV/AIDS epidemic has claimed more victims there than anywhere else, a tragic sequel to apartheid. Successive political leaders highlight the contradictions of this historical moment in poignant, even Shakespearean ways. The author briefly reviews three books by anthropologists on AIDS there and suggests that South Africa is likely to remain a source of innovation for the discipline.
