'The Road Not Taken'
Two roads diverged in a yellow wood, And sorry I could not travel both And be one traveller, long I stood And looked down one as far as I could To where it bent in the undergrowth;

A COMPARATIVE ANALYSIS OF TIME SERIES APPROACHES TO MODELING INTERSECTORAL AND INTERCOUNTY EMPLOYMET LINKAGES IN RURAL REGIONAL LABOR MARKETS*

ABSTRACT. The performance of five criteria for identifying significant interregional labor market linkages is compared. The criteria suggest differential model specifications based on the implicit tradeoff between parsimony and specification bias. Models were specified using: Akaike's final prediction error; Schwarz's Bayesian information criterion; an input-output model; Aoki's time series algorithm; and a combined input-outputi/time series approach. Models of the changes in monthly employment for twelve industries in six regions in northeastern Utah were specified using each criterion. Models based on Schwarz's criterion and the input-output criterion were preferred to those based on other criteria.     

Grey and the Russian Threat to India, 1892–1915

ABSTRACT

As Parliamentary Under-Secretary of State for Foreign Affairs in the Liberal Government from August 1892 to June 1895, Sir Edward Grey was exposed to the damage that an anti-British, Franco-Russian Alliance could do to the interests of the British Empire. The experience of those years left an enduring impression upon him. Between June 1895 and December 1905 Grey espoused the cause of agreement with the Russian Empire wherever possible. As Foreign Secretary, he advanced this cause through the Anglo-Russian Conventions of August 1907, whose objectives were to achieve what he described as ‘repose’ on the North West Frontier of India, and the reduction of Russian pressure on Persia in particular. So far as the outbreak of war in 1914 is concerned, Grey's known propensity to maintain good terms with Russia gave the latter a degree of leverage which they exploited to the full in insisting on British support in standing up to Germany and Austria-Hungary following the assassination of Archduke Franz Ferdinand. Grey's position within the Liberal Government, and his clear determination to resign unless Russian demands were met, swung the British government from a neutralist stance to one of full participation in the Great War.     

LOCAL PUBLIC SERVICES COSTS AND THE GEOGRAPHY OF DEVELOPMENT: EVIDENCE FROM FLORIDA COUNTIES

Theory suggests that the spatial distribution of development within a local jurisdiction affects the costs of providing local public services. We use GINI coefficients to characterize these distributions at the county level and estimate the effects on real per capita expenditures from reductions in the spatial concentration of all buildings and nine alternative types of development. We also estimate the effect on expenditures from expansions in the developed area of a county. The results obtained from a panel of Florida counties confirm our theory and suggest that the geography of development within a county affects public services costs.
