Climate change and resource depletion are driving the transition to renewable energy sources. Both the supply of renewables and the demand for energy are influenced by the physical environment and therefore concern spatial planning and landscape design. Envisioning the long-term development of alternative energy landscapes – that is sustainable energy landscapes – present spatial planners and landscape architects with new challenges. The first paper of this two-part series discussed several existing approaches to long-term regional planning and landscape design, and presented an alternative, five-step approach for the composition of integrated visions [Stremke, S., Kann, F. Van & Koh, J. (2012) Integrated Visions (part I): Methodological Framework, European Planning Studies, [20(2), pp. 305–320]. This paper illustrates how the five-step approach was employed to compose a set of integrated visions for the development of sustainable energy landscapes in south of the Netherlands. The proposed five-step approach is then examined with respect to a set of criteria stressed in the planning and design literature. 相似文献

Hurricane Mitch hit Honduras in October 1998, leaving a trail of death, injury and devastating damage. As it tore through the country, the hurricane damaged a number of warehouses which contained pesticides, resulting in the discharge of more than 70 tonnes of pesticides into the environment. This article explores the responses of the Honduran state and international relief agencies to this event. It analyses the use of crisis discourses and their role in the reconstruction process, arguing that crisis discourses may legitimize political rule in the context of a weak state. It goes on to make the point that the shaping of crisis discourses is not the exclusive terrain of politicians but necessarily involves technical experts. 相似文献

Modern cities have always been the locus of both inequality and opportunity. However, neoliberal policies pursued since the 1980s have intensified urban disparities. Cities are increasingly shaped more by the logic of the market than the needs of their inhabitants. This article, which introduces a collection of papers on the topic, examines the implications of the neoliberal turn for the ‘right to the city’ as the fundamental tenet of urban citizenship. While evidence suggests a formidable challenge from market forces to the ‘right to the city’, the authors argue that the neoliberal city remains a highly contested urbanity in which poor inhabitants continue to struggle for citizenship in highly diverse ways. The challenge for scholarship is to discover and document those intricate modes of claim‐making. 相似文献

In the last decade of the twentieth century a shift occurred in the way western governments defended their cultural policies. New, instrumental arguments were put forward. This collided with the way the arts had learned to see themselves in the twentieth century: autonomous, with a value of their own. This article elaborates this confrontation of the arts and policy in two ways. First, it is shown that the distinction between an instrumental and an intrinsic value of the arts originates in a misperception of recent history. It was the political constellation of the Cold War that made governments in the second half of the twentieth century support the arts to be free and independent. Next, an attempt is made to anchor the value of art in a unique kind of instrumentality. With the help of philosophers and historians of culture, it is argued that the arts should be considered instruments of experience. 相似文献

The Honduran land titling project (the Proyecto de Titulación de Tierra para los Pequeños Productores), initiated in 1982, was intended to enhance security in land rights, to facilitate credit and to improve agricultural productivity. This study explores how the project has operated in one village, and concludes that it has attained none of its objectives; instead, it has triggered new sources of land conflicts, thus adding to the existing complex of local rules and laws. The authors argue that the failure of the project is not solely a consequence of the organizational incapacity of the bureaucracy, as some evaluations suggest, but that it is rooted in mistaken assumptions about the social organization of property rights and the causes of insecurity. The land titling project is founded on a contradiction: although based on the ideology of the capitalizing family farm in the context of a withdrawing state, its implementation actually requires strong and repressive state intervention. Rather than reducing insecurity in property rights, the project has merely ‘modernized’ the sources which can be used to contest rights in land. 相似文献

Historians have pointed out that the Dutch played a key role in Europe’s Military Revolution. Neither the Dutch role as the foremost international arms traders of the seventeenth century nor the significance of Dutch officers in seventeenth-century militaries has been very much studied. This essay suggests that the Dutch were rather more influential in Russia’s adoption of some of the key innovations of the Military Revolution than the historiography of late Muscovy has acknowledged. It does this by investigating the importance for Russia’ military modernization of a Dutch officers’ clan, that of the van Bockhovens.
