While public policy scholars are gaining a better understanding of the nonprofit sector's impact on the policy process, the sector's role in lobbying efforts has only been studied in a limited manner. Currently, nonprofit organizations' lobbying activities and expenditures are limited by federal regulations, which are often misunderstood by nonprofit leaders. This article uses 2003 IRS Form 990 data for all nonprofit organizations in the United States to examine the organizational determinants of 501(c)3 nonprofits taking the Internal Revenue Service's 501(h) election and whether organizations use h‐election in a manner consistent with patterns of strategic behavior. Results show that nonprofit organizations that are reliant on direct public support are more likely to take the h‐election, while those reliant on government grants are less likely to take the h‐election. Examining lobbying expenditures, we find nonprofits associate with 501(h) election in a pattern consistent with strategic behavior. The findings suggest that nonprofit organizations with certain revenue streams and in specific subsectors respond differently to this election decision, and that organizations may respond strategically to mechanisms regulating their political activity. 相似文献

Not suitable for children: the politicisation of conflict-affected children in post-2001 Afghanistan

The 2001 conflict in Afghanistan has attracted a great deal of international controversy. The impact of the conflict on Afghanistan's children has been no exception. The research conducted by the United Nations and child protection organisations on the experiences of Afghan children throughout the conflict paints a bleak picture. Accounts of children being directly targeted, accidently killed, abducted, actively fighting in armed groups, denied humanitarian assistance or simply struggling to be healthy, happy, educated and secure amid this conflict are a reminder that conflict devastates children's lives. However, while this research demonstrates that children are often war's innocent victims, the ways in which this research is narrated, particularly by belligerent parties to the conflict, are far from innocent. This article examines the political manipulation of research on Afghan children affected by armed conflict. It argues that Afghan children and their experiences have become a powerful moral symbol that is used by belligerents to advance political, military and strategic agendas. 相似文献

ABSTRACTThe Christian anarchist tradition and the work of Giorgio Agamben fit within a subversive trajectory of political theology that critiques the state paradigm, while also operating at a distance from it in their creation of a newly imagined political community. This research asks what it could look like to conceive of a political community beyond the state, imagined from the subject position of the marginalized. It also seeks a mutually informed path towards the practical formation of such communities, as elaborated through a case study of the Anabaptist tradition. Agamben’s concepts provide a renovation of the political themes of Christian anarchism, including the ideas of moving beyond revolution, voluntary exile through the abdication of rights, and messianic vocation. As the space for political praxis within Agamben’s work continues to evolve, the Anabaptist tradition provides helpful practices to imagine a withdrawal from the governmental machine as a community of voluntary exiles. 相似文献

This article is a response to Peter K. Andersson’s arguments about the ‘civilizing thesis’ in Victorian Studies. It examines his approach in relation to class, discourse, and structure, particularly in relation to the working classes and future directions in approaches to nineteenth-century sources. It suggests that Victorian scholars can learn from labour geographers, who offer new models that highlight structural inequalities while maintaining a sensitivity to post-structural cultural understandings of gender, race, and class. 相似文献

Australia's victory in securing temporary seats on the United Nations Security Council and the United Nations Executive Board has been much celebrated. This provides an important platform for Australia to further the agenda of women's rights worldwide. As part of this agenda, Australia has provided a commitment to implement United Nations Security Council Resolution 1325 on Women, Peace and Security through the development of the National Action Plan on Women, Peace and Security 2012–2018, released in 2012. This article examines the early thoughts and efforts towards the implementation of this plan. It demonstrates that while there is a broad rhetorical commitment to implementation by Australian actors, there are nonetheless challenges that may threaten its success. Based in part upon interviews with Australian government representatives and policy makers, and activists and advocates of the Women, Peace and Security agenda, this article highlights the success, challenges and opportunities that have so far been associated with implementing this important Resolution. 相似文献
