This article assesses the cultural policies of ‘New Labour’, the UK Labour government of 1997–2010. It takes neo-liberalism as its starting point, asking to what extent Labour’s cultural policies can be validly and usefully characterised as neo-liberal. It explores this issue across three dimensions: corporate sponsorship and cuts in public subsidy; the running of public sector cultural institutions as though they were private businesses; and a shift in prevailing rationales for cultural policy, away from cultural justifications, and towards economic and social goals. Neo-liberalism is shown to be a significant but rather crude tool for evaluating and explaining New Labour’s cultural policies. At worse, it falsely implies that New Labour did not differ from Conservative approaches to cultural policy, downplays the effect of sociocultural factors on policy-making, and fails to differentiate varying periods and directions of policy. It does, however, usefully draw attention to the public policy environment in which Labour operated, in particular the damaging effects of focusing, to an excessive degree, on economic conceptions of the good in a way that does not recognise the limitations of markets as a way of organising production, circulation and consumption. 相似文献

The article deals with explicit cultural policy and its outcomes in the post-communist Czech Republic. In the first part, the authors look at the organisational and conceptual impact on culture of the transition from a centrally managed economy to a pluralist parliamentary democracy following the collapse of the Eastern Bloc. The cultural sector experienced privatisation, property restitution, commercialisation, globalisation, decentralisation and devolution, as well as the emergence of the private sector and the non-governmental non-profit sector (NGO). Although the process of societal transformation is now complete, certain key issues of cultural policy remain unresolved. The authors focus on three contemporary issues in theatre, namely: political intervention in the management of public cultural institutions, the persistent debate on funding through grant systems and the lack of trust culture professionals have in the creators of cultural policy. As a result, even though after 1989 it was expected that the private or NGO sector would dominate in the area of culture, there still exists a relatively dense network of public cultural institutions (contributory organisations) characterised by a resistance to proposed organisational and funding changes. 相似文献

This article considers the extent to which a quarrel might be a strategic activity for a writer or philosopher making a bid for posterity. Inveterate quarrellers like Voltaire or Rousseau come to mind, but the case to be examined here is the far less straightforward case of Diderot and in particular the stance of ‘accidental quarreller’ that he fabricates in his Essai sur les règnes de Claude et de Néron et sur les moeurs et les écrits de Sénèque pour servir à l’introduction de la lecture de ce philosophe (1782), the last work he published in his lifetime. The article argues that the Essai constitutes what might be called a « quarrel-text », that is to say a text that stages the quarrel of which it is itself the object and, in so doing, reignites it; it analyses the stance adopted by the philosopher-quarreller as it is revealed in the paradoxical utterance « ne nous engageons point dans les querelles », the performative qualities of which are explored in detail. 相似文献

The Family Behind the Farm: Race and the Affective Geographies of Manitoba Pork Production

As increasing toxicity of Manitoba lakes garners public concern, the environmental impacts of pork producers have come under scrutiny. In this context, the Manitoba Pork Council launched The Family Behind the Farm, a series of advertisements and testimonials featuring pork producers and their families. We examine how this campaign operates affectively to distance the family farm from industrial pork production. Building upon geographical literature theorizing the relationship between race and affect, we argue that the campaign mobilizes pride in the family farm through heteronormative and racialized affects of intimacy, tradition, and intergenerational continuity. In the process, not only is pork production made innocent, but the family farm, and rural Manitoba itself, is reproduced as a white, heteronormative space with an innocent past and secure future. By analyzing this specific case, the paper demonstrates the role of the heteronormative family in reproducing affective geographies of whiteness. 相似文献

AbstractIn the context of continuing pressures from managerialist and neoliberal drivers of university reform in Australia, Macquarie University’s recent undergraduate curriculum innovation, based on “People,” “Planet,” and “Participation,” has resulted in the embedding and integration of experiential learning in its curriculum and institutional framework. Such an approach challenges academic and administrative staff, students, and partners in industry, the community and public sector settings, to engage and collaborate across significant boundaries. This article outlines the scope and nature of the curriculum reform, then considers the way geographers have both shaped and responded to the opportunities it created. In so doing, it proposes a number of challenges and recommendations for geographers who might seek to extend their longstanding commitment to field-based learning through similar reforms. In this regard, the discipline of geography and its tendency to engage with the “field” can offer much in fostering deeply transformative learning. 相似文献
