Many scholars contend that Congress rarely matters in the realm of foreign policy. The source of this collective impotence is often explained by the weaknesses in congressional institutions vis-a-vis the president, as well as a general inability to respond effectively to a dynamic international political environment. We contend that the debate over congressional activism has not adequately addressed the role of agenda change. We analyze all roll call votes in the House of Representatives relating to the international affairs agenda between 1953 and 1998. We find that presidents have become significantly more likely to stake out positions on economic and trade issues as compared to other international issues. We also observe that presidential positions in the realm of foreign policy are increasingly characterized by interparty and interinstitutional conflict. While this increased conflict has dramatically decreased the president's ability to successfully pass executive priorities in foreign affairs more generally, presidential success on economic and trade issues has witnessed a significantly greater decline. We infer from these results that changes to the foreign policy issue agenda represent one important factor that has affected not only the incentives for political parties to participate actively, but also the willingness of Congress to challenge the president in the foreign policy debate.Asked one day whether it was true that the navy yard in his district was too small to accommodate the latest battleships. This commentary is based on a banquet address I presented at the 1989 Pioneer America Society conference. It looks back over the 15 years since hearing an address by Fred Kniffen at the 1974 Pioneer America Society conference, which was published as "Milestones and Stumbling Blocks." Kniffen's work in folk architecture and the work of his friend, Henry Glassie, have greatly influenced my own work in vernacular architecture and material culture. I offer an opinion on our progress in answering Kniffen's call for new efforts to comprehend daily life and the American landscape–our "search for landmarks"–contemplate new trends. My remarks are based on the study of local architecture in Missouri. While I hope for increased activity in field recording of cultural heritage, I wish to emphasize the rather new arena of cultural conservation as we aspire to apply our knowledge in the documentation and encouragement of traditional cultural expression in our nation. 相似文献

This article focuses on Australia's response to the joint Anglo-American effort to expand military facilities on the island of Diego Garcia in early 1970s. The primary emphasis will be on the Whitlam government's rationale behind its diplomatic manoeuvre towards great power rivalries in the Indian Ocean and its supportive position towards the concept of building the Indian Ocean as a peace zone. It argues that the Whitlam government's policy towards the international diplomacy around Diego Garcia contributed to the shaping of a unique Australian foreign policy, one free from attachment to British and American considerations, although still mindful of the need to factor the interests of the UK and the USA into Australia's calculations of its own best interests. 相似文献

Abstract The imposition of punitive sanctions against Italy by the League of Nations in November 1935 in response to the invasion of Ethiopia, a fellow league member, provided the fascist regime with an opportunity to mobilize the civilian population into ‘resistance’ against the ‘economic siege’ and to promote its ideals of nationalism, imperialist expansion and autarchy. This article examines the way in which the fascist authorities in Venice, aided by a supportive local press, sought to use the sanctions and ‘sanctions resistance’ to engage Venetians – especially women – in the fascist project and explores the effect of the anti-sanctions resistance measures on Venetians' daily lives. Placing importance both upon the regime's intentions as well as Venetians' reception of the anti-sanctions rhetoric, and drawing upon Michel de Certeau's observations on The Practice of Everyday Life, the article argues that Venetians' reception of such propaganda was characterized above all by confusion and by a multiplicity of personal choices and reactions, spanning a range of possible responses from unequivocal support through passive acceptance or indifference to outright rejection or subversion of the sanctions resistance measures that sought to elicit consent for the fascist project. 相似文献

This paper examines participation and representation in ATSIC elections over the 10 year period since 1990. It attempts to identify patterns of participation and representation that seem to be emerging and what these might suggest about ATSIC's operation. By examining numbers of nominees compared to positions available, the paper suggests that ATSIC elected office has been fairly keenly and consistently sought and competed for by Indigenous people, though there may have been some slight initial reticence in the 1990 elections. By examining voter numbers and voter turnout, the paper suggests that voter participation nation-wide rose slightly from 1990 to 1996 and then largely stabilised in 1999. It also suggests that there have been significant variations from this national pattern at State and Territory levels and it explores some reasons for this. The paper also examines voter numbers and voter turnout at the ATSIC regional level since 1993 and finds that there has been much higher voter turnout in the sparsely settled regions of northern Australia and much lower voter turnout in the southern and urban areas. This is explained in terms of ATSIC program and expenditure priorities and in terms of polling place access. The final two sections of the paper examine the representation of women and Torres Strait Islanders among ATSIC elected representatives.
