High justice in fifteenth-century Normandy: the prosecution of Sandrin Bourel

By the fifteenth century the seigneurial exercise of high justice had become less common because of the growth of royal jurisdiction. The ancient and wealthy Benedictine nunnery of Montivilliers retained the right to high justice only during the octave of the Holy Cross. In 1493 Sandrin Bourel, a young man who had twice before been imprisoned for theft, was apprehended in the act of stealing from a bourgeois of Montivilliers. As the crime occurred during the octave of the Holy Cross the abbey claimed jurisdiction. A special tribunal was created to prosecute him. After having been tortured, Bourel was found guilty and hanged. The documents generated by this event provide the basis for a case study of the application of criminal procedure at the close of the middle ages. The condemned man's confession, rich in biographical detail, gives us a profile of a petty thief and vagabond on the margin of society. The financial account of the abbey's receiver-general documents in detail the total cost of the prosecution of a single medieval criminal.     

Wasting Coconuts? Consumption Versus Commerce in Colonial Wallis and Futuna

ABSTRACT

Early colonial officials and other newcomers frequently lamented the poor copra production in Wallis and Futuna, positioning the continued consumption of coconuts by Islanders as a waste. This article explores the contested uses of coconuts and the divergent visions of the islands’ landscape and future held by Islanders, officials, missionaries and traders during opening decades of French colony rule. In particular, a variety of incidents in the 1920s – from an indigenous co-operative to French expulsions – highlight the centrality of the emergent copra trade to the social and political status of these different groups. More broadly, however, the article demonstrates the failure of elites – both indigenous and newcomer – to substantially increase copra exports prior to the Depression in 1930, indicative of the limits of their ability to demand labour and transform the lifeways of the wider population.     

‘It's called Girl Scouts,not, like,Woman Scouts’: emotional labour and girls' bodies

A key part of the American Girl Scouts organization is their iconic annual cookie sale, which is promoted as providing girls with invaluable business and leadership skills. We argue that it also trains girls in the gendered practice of emotional labour. By learning how to suppress or express certain feelings in public spaces in order to net more profit, girls are socialized to not only regulate their emotions, but also their bodies. This becomes complicated as girls become teens, as they receive mixed messages regarding their bodies. No longer considered to be ‘cute girls’, teens' bodies occupy a space between adolescence and adulthood, which often creates tension in public space. We explore this tension and teens' responses.     

Preliminary archaeoentomological analyses of permafrost-preserved cultural layers from the pre-contact Yup'ik Eskimo site of Nunalleq,Alaska: Implications,potential and methodological considerations

At Nunalleq, a pre-contact Yup'ik Eskimo village site in Alaska (14th–17th century AD), abundant insect remains from highly organic substrates preserved within permafrost offer a unique opportunity to investigate past ecological and living conditions. This paper presents the preliminary results obtained from the analysis of two samples collected from floor layers in sod houses. The numerous and diverse insect remains highlight the exciting potential of archaeoentomology for reconstructing past ecological conditions, resource exploitation and the use of space at northern hunter–gatherer sites and have permitted the development of a strategy for the future collection of archaeoentomological data at permafrost-preserved sites in Alaska and elsewhere.     

DO CAPITAL TAX INCENTIVES ATTRACT NEW BUSINESSES? EVIDENCE ACROSS INDUSTRIES FROM THE NEW MARKETS TAX CREDIT

In this paper, we examine how government policy affects the sorting of industries across jurisdictions using the New Markets Tax Credit (NMTC) program. When estimating the impact of the tax credit on business activity, there are likely to be unobservable local characteristics that are correlated with business location decisions that would cause OLS estimates to be biased. To control for this endogenous selection, we use a plausibly exogenous eligibility cutoff and compare census tracts that are just eligible for the NMTC program to those that are just ineligible. Using data from the Dun and Bradstreet MarketPlace Files, we find that eligibility for the NMTC program caused industries to sort across eligible and noneligible tracts. In particular, we find that there is an increase in retail employment, both among new businesses and existing businesses, and an increase in manufacturing employment at existing businesses in tracts that were eligible for the program. However, we find negative effects on employment at new firms in the wholesale and transportation industries, and decreases in the number of new firms in FIRE and services. Policy makers should be cognizant of these results, as the implications of the sorting across industries on local areas must be considered to design effective policy.
