Oxygen isotope ratios (δ18O) were measured in micromilled samples of cod otoliths recovered from two Stone Age sites, one from Skoklefald, southeastern Norway and five from Skipshelleren, southwestern Norway. Discrete samples of otolith material were milled from the edge of the otolith towards the centre, each sample representing 3–4 weeks of growth. The δ18O values showed seasonal signals, covering a period 1–2 years prior to the time of capture. Isotope ratios at the edge of the otoliths, which is the material deposited at the time of fish capture, corresponded to the coldest seasonal water temperatures, in late winter or early spring. These data provide independent evidence for the season of use of the Skoklefald and Skipshelleren sites. 相似文献

In Sweden, the government's aim to create sustainable urban environments is expressed through the environmental quality objective “A good built environment”. The objective embraces seven sub-goals and is designed to guide central, regional and local authorities’ planning towards urban sustainability. However, for objectives concerning the urban environment, such as the Swedish objective “A good built environment”, to form a solid basis for decision-making, two types of rationality (functionality) conditions ought to be met. First, the objectives should guide and motivate those who are responsible for their implementation. This is applicable when the goals satisfy the criteria of precision, evaluability, approachability and motivity. Second, when the goals are parts of larger goal systems, the goal systems should be coherent. Using the objective “A good built environment” as an empirical basis, this article gives a few examples of how environmental goals can fail to guide and motivate action towards improved urban sustainability. 相似文献

This article reviews the significant changes India has achieved in environmental policy in the pool 10 years, especially in terms of regulatory procedures and organizational structure. Despite these changes, however, environmental quality has continued to deteriorate, largely because a wide gap persists between the intent of policy and the actual achievement and because major problems have eluded serious attention. The paper analyzes major problems in the implementation of Indian environmental policy, with particular attention to policy design, policy analysis, and standard setting. Political problems are identified that underlie difficulties in policy formulation and implemetation, and strategies to improve implemetation are proposed. 相似文献

This paper focuses on cooperation among organizations in a common‐pool resource (CPR) problem situation. Cooperation is particularly challenging in settings where resource degradation is produced by a variety of different sectors and parts of the population; and where the problem, as well as public responsibilities, transcend borders and jurisdictions. Focusing on transboundary water quality management in the Rhine catchment area, we ask: What drives two actors in a CPR problem situation to cooperate with each other? We argue that the degree of threat to a CPR is an important driver for collective action, and focus on actors’ exposure to and perception of a threat to a CPR. Furthermore, we rely on applications of the ecology of games framework (EGF), taking into account the larger institutional context of CPR management. This allows us to test whether actors’ participation in forums, such as regional and international water body associations, helps to overcome the CPR problem by further enhancing interactions among actors. Based on survey data and applying advanced network statistics (exponential random graph models [ERGM]), we conclude that although problem exposure is one factor that enhances joint cooperation, participation in forums plays an even bigger role for cooperation in a CPR problem setting. Our study contributes to research on cooperation in CPR problem settings, highlights the need to more systematically include the effects that CPR problems have on actors when analyzing CPR problem settings, and stresses the function of forums as triggers for cooperation in CPR problem situations. 相似文献

The Advocacy Coalition Framework (ACF) is a prominent approach to investigate the formation of coalition and their impact on policy outputs. Although the ACF combines both the network structures of a political process with actors' values and belief systems, most empirical tests focus mainly on beliefs rather than network structures. Considering a relational approach makes particular sense when one wants to investigate the structural patterns of a subsystem and to assess coalition formation and maintenance. The author therefore proceeds by taking two steps to study the existence of coalitions, power relations, and policy preferences: first, social network analysis frames the empirical study of network structures, based on the assumption that common beliefs are reflected in relations among actors involved in policy processes. Second, using a sophisticated mathematical algorithm, the multicriteria analysis furnishes a systematic evaluation of the elite's belief system. This methodological combination constitutes the added value of this research and allows for testing to establish if common beliefs are reflected in network structures. 相似文献
