Social distance in Bosnia‐Herzegovina and the North Caucasus region of Russia: Inter and intra‐ethnic attitudes and identities*

ABSTRACT. This article examines attitudinal differences and similarities among ethnic groups in conflict‐affected societies. Conventional wisdom tells us that societies that have experienced violent struggles in which individuals of different ethnic groups have (been) mobilized against each other are likely to become polarized along ethnic lines. Indeed, both policy‐makers and scholars often assume that such divisions are some of the main challenges that must be overcome to restore peace after war. We comparatively examine this conventional wisdom by mapping dimensions of social distance among 4,000 survey respondents in Bosnia‐Herzegovina and the North Caucasus region of Russia. The surveys were carried out in December 2005. Using multidimensional scaling methods, we do not find patterns of clear attitudinal cleavages among members of different ethnic groups in Bosnia‐Herzegovina. Nor do we find patterns of clear ethnic division in the North Caucasus, although our social distance matrices reveal a difference between Russians and ethnic minority groups.

PERSPECTIVES ON ROMAN TECHNOLOGY

Summary. This paper considers the very different views on Roman technology expressed by K.D. White, O. Wikander and J.P. Oleson. The concept of Roman technology is explored in the light of recent archaeological research into boats, vehicles, water-lifting devices and water-mills. It is argued that the application of appropriate, evolving, and occasionally innovative technology can be detected in several spheres of civil and military engineering, such as water-supply and architecture. However, the application of technology is most impressive in the context of food production and transport. Whilst agreeing that the Roman empire was not fertile ground for an Industrial Revolution of the kind experienced in eighteenth-century England, I hope to demonstrate that this conclusion does not require a wholesale rejection of the possibility of technical innovation.

HISTORICITY AND TRANSCENDENTALITY: FOUCAULT,CAVAILLÈS,AND THE PHENOMENOLOGY OF THE CONCEPT

This paper is concerned with Foucault's historical methodology. It argues that the coherence of his project lies in its development of a set of tools for unearthing the historical principles that govern thought and practice in the epochs that have shaped the present age. Foucault claimed that these principles are, at once, transcendental and historical. Accordingly, the philosophical soundness of Foucault's project depends on his having developed a satisfactory way of passage between the absolutist purism of the transcendental and the mundane contingency of the historical. The paper shows that the key to seeing how Foucault achieved this desideratum lies in a surprising and largely unexplored methodological tradition that he himself explicitly acknowledged: Husserlian phenomenology as it was taken up, modifed, and practiced in the thought of the philosopher of logic and mathematics, Jean Cavaillès—what I call the phenomenology of the concept. The essay has four parts. The first sketches the two most prominent lines of interpretation of Foucault's methodology and argues that both are inadequate, not least because they both dismiss Foucault's phenomenological heritage. The second part lays out the rudiments of the neglected strand of the phenomenological tradition inaugurated by Cavaillès's important critique and appropriation of Husserlian method. This serves, in turn, to set the stage for the third part that examines, first, Canguilhem's and then Foucault's distinct projects for grasping the transcendental within the historical, and the historical within the transcendental—their respective continuations of Cavaillès's phenomenology of the concept. The essay concludes with a brief consideration of the pathways that this way of reading Foucault opens up for understanding the nexus of power, knowledge, and subjectivation that came to define his work.
