Hurricanes Katrina and Felix made landfall in 2005 and 2007 on the Gulf Coast of the US and the Atlantic Coast of Nicaragua respectively. Despite many economic, political and cultural differences between these two sites, they share a number of interesting similarities. Their inhabitants are subject to similar modes of racialized Othering and internal colonialism, and both places have vital links with the transnational cultural consciousness that Gilroy referred to as the Black Atlantic. Katrina and Felix also occurred at a time when centralized forms of media are increasingly perceived to be in crisis. This crisis is creating new spaces for the development of alternative ways of knowing, watching and making media. This paper draws on recent literature on decolonization by Mignolo, Escobar, Quijano and others to explore the prospects for decolonizing energies within the new media environment and a context of devastation wrought by neoliberalism and disaster. This research examines disasters in/and the new media environment, and suggests that activists should understand the distinctions between mainstream (or corporate) and alternative media, between top‐down and grassroots media, and between “old” and “new” media, in relational and non‐categorical rather than absolute terms. These media realms should be engaged from an awareness of how they interact with and impact upon one another. This research also suggests that disasters must be understood as ongoing and open‐ended events embedded within historical, social, cultural, economic and political processes and systems. Media, policymaking and emergency management practices that are informed by an awareness of this complex embedding, and which are therefore able to take a long‐term view of the unfolding of disasters, will be best equipped to engage effectively, and in democratically responsive ways, with disasters and in particular with the needs of those populations most vulnerable to their impacts.  相似文献

This article seeks a queering of research and policy in relation to natural disasters, their human impacts, management and response. The human impacts of natural disasters vary across different social groups. We contend that one group largely absent from scholarly and policy agendas is sexual and gender minorities, or lesbian, gay, bisexual, transgender/transsexual and intersex (LGBTI) populations. To demonstrate that these minorities have particular experiences that need to be addressed, we critically review five case studies that comprise the limited scholarly and policy research on LGBTI populations in disasters to date. Building on this, we offer some specific ways forward for queer disaster research that accounts for the vulnerabilities, needs and resilient capacities of LGBTI populations. In doing so, we recognise and urge researchers, policy-makers and aid agencies to acknowledge that LGBTI populations are not homogeneous and have different needs wrought by intersections of socio-economic resources, gender, race/ethnicity, age and regional or national location.  相似文献

This paper argues that women's everyday practice of sharing fish at Warraber Island (Torres Strait) can be understood as a form of moral transaction. Gift‐fish are shown to be ‘socially entangled’, a fundamental mode of expressing kin relatedness as well as providing an indication of the current state of such relations. Fish distribution is portrayed locally as both an instance of generosity and of obligation, demonstrating a person's desire to engage in socially valued behaviour or correct their past failings. Importantly, I suggest that fish‐giving (and receiving) has a distinctly generational character, carrying different emphases across one's life‐span. The paper reflects on the tensions involved in strategic efforts by women to reconcile their limited capacity to meet expectations from a wide range of kin and neighbours, while affirming idealised visions of communally shared moral values.  相似文献

Abstract. In this paper, we suggest a framework that allows testing simultaneously for temporal heterogeneity, spatial heterogeneity, and spatial autocorrelation in β‐convergence models. Based on a sample of 145 European regions over the 1980–1999 period, we estimate a Seemingly Unrelated Regression Model with spatial regimes and spatial autocorrelation for two sub‐periods: 1980–1989 and 1989–1999. The assumption of temporal independence between the two periods is rejected, and the estimation results point to the presence of spatial error autocorrelation in both sub‐periods and spatial instability in the second sub‐period, indicating the formation of a convergence club between the peripheral regions of the European Union.  相似文献

Phosphate analysis and trace metals analysis were used to determine activities that took place on plaster floors in domestic contexts at the ancient Maya site of Chunchucmil, Yucatan. Research on activities and the use of space contributes to an understanding of social relations within household groups as well as unforeseen patterns that structure refuse discard. The floors analyzed in this paper pertain to three structures in two neighboring houselots dating to the Early Classic (300–600 A.D.) period. Data from the chemical analyses were utilized in conjunction with associated architectural features and artifacts found on the floors. These three lines of information were interpreted with the help of models developed from ethnographic and ethnoarchaeological research. The results demonstrated functional differentiation of rooms within elaborate residences and suggested that front rooms were used to host visitors. The results also suggested that different types of debris were managed differently. Finally, chemical analyses suggest that non-elite Maya occasionally enacted rituals often restricted to elites.  相似文献

The 1990s witnessed growing attention to the adoption of choice-based school reforms, particularly charter schooling and school vouchers. Although researchers have approached the school choice debate from theoretical, normative, and empirical directions, little attention has been paid to examining how teachers view school choice or what factors shape their attitudes. This oversight is significant because teachers can impact the success of school choice experiments in many ways, such as through their willingness to launch and staff schools of choice, adopt new practices developed in schools of choice, and support choice-based reform efforts in their unions and communities. Using a survey of Arizona and Nevada teachers, we find that White, experienced, unionized, Democratic educators and those working in a "positive" school environment are less supportive of school choice. Arizona teachers, who live in close approximation of a free market for education, are particularly hostile to choice, but teachers who have had personal contact with a charter school are more supportive. The results indicate that the success of school choice will likely be influenced by the characteristics of the teacher workforce and teachers' familiarity with competition.  相似文献

The hype about the potential for terrorism in Melanesia due to the region's weak and failing states has obscured some of the less newsworthy but equally important developments. One of these is the slow but steady growth in the popularity of Islam in Melanesia. This article reviews the limited literature on terrorism in the Pacific. It provides a brief historical overview of the growth of Islam in Melanesia on a country-by-country basis, and draws on a comparative case study and theories of culture and public goods to explore possible reasons for Islam's appeal. It argues that although Islam is likely to continue to grow, its growth is neither a necessary or sufficient basis for declaring terrorist threats to exist. The article emphasises the need to analyse the broader social factors behind Islam's growth as a basis for understanding the conditions through which potential threats to regional security might develop.  相似文献
