Policy capacity in disruptive times

ABSTRACT

In considering the widely held view that we have experienced an era of qualitative decline in policy provision, this paper briefly reviews four questions that appear to underlie such a view. Have there been identifiable transitions in deliberative processes, political practices and policy capacity in recent decades (and if so, what were the catalysts)? Has the relationship between policy practitioners and expert providers of policy advice changed (and if so, how)? Have channels of communication between the political/policy community and the research community deteriorated (and if so, why)? Has the political appreciation of public concerns and the public understanding of policy imperatives diminished? We use these to frame the results of a workshop in which researchers, policy practitioners and service providers participated. Our objective is to identify systematically the origin of contemporary policy problems, foreshadowing four articles that illuminate instances of success and failure in disruptive times.     

St Stephen's in War and Peace: Civil Defence and the Location of Parliament, 1938–51

This essay takes a new look at the destruction and the rebuilding of the house of commons during the 1940s. It argues that behind the home front bravado of the Palace of Westminster steadfastly enduring the blitz lay secret plans for rehousing MPs away from aerial bombardment, contingency scenarios that were then updated after 1945 in the event of attack on London by atomic weapons. The essay also suggests that threats to the security of parliament, together with the necessity to rebuild the Commons, were turned by the coalition government into an opportunity to refashion parliamentary politics in such a way that the two‐party system was restored, along the traditional lines of government and opposition that had become blurred since 1931.     

Bodies in Motion: Narratives and Counter Narratives of Gendered Mobility in European Later Prehistory

Normative notions of sex and gender were prevalent in discussion of European prehistoric societies until the last quarter of the 20th century. The progressive work that challenged a binary approach, published particularly in the 1990s, created an anticipation for further nuanced interpretation. This paper argues that, in contrast to this expectation, there was a surprising return to narrating a past of binary sex and gender. Societal roles have continued to be imagined as formalised through structures based on biological sex, with men seen as active mobile agents, while women were passive and static homemakers. We argue that not only is this unhelpful, the archaeological evidence renders it incorrect. We highlight the inherent conflicts in the data to show that investigating sex and gender in the past is difficult with imperfect and complex archaeological evidence. It requires careful and deliberate consideration to avoid normative explanations. In conclusion, we propose that investigating mobility is a particularly effective topic for examining past gendered societal roles.     

Publicizing insecurity,privatizing security: Chinese wholesalers' surveillance cameras in a Paris suburb (Respond to this article at http://www.therai.org.uk/at/debate)

Since the early nineties, several hundreds of Chinese immigrants have settled in what has become known as the ‘Chinese wholesalers area’. For the past two years, Chinese wholesalers in Aubervilliers have been calling on public authorities to address the problem of street robberies and violent thefts, which they experience on a daily basis. Yet, they have been encouraged by the authorities to ensure their own protection, by – amongst other things – installing surveillance cameras to film the streets. This is illegal according to French legislation on camera surveillance. Knowing this, why have surveillance cameras been adopted as a solution? This question guides the ethnographic analysis presented here of a situation where the installation of surveillance cameras was locally negotiated by the main actors involved – namely, the wholesalers’ representatives and the police.     

Féministes tant qu’il le faudra! The multiple possibilities of francophone feminist geographies au Québec/Canada

Abstract

This article offers a brief overview of the development of francophone feminist geography in Canada. We begin by situating the review geographically, in order to explain our focus on francophone feminist geography produced in Québec. We then discuss the origins of feminist francophone geography in the 1980s, highlighting the central role of the student reading group, the Collectif de lecture sur l’espace et les femmes, that was formed during that period at l’Université Laval. Tracing the research trajectories of feminist geographical research since then, we argue that feminist geography has become more diverse, but ironically less visible. We conclude by highlighting the central role that graduate and undergraduate students play in pushing forward a feminist geography agenda as they demonstrate the importance of feminist politics era through their research and activism.
