Maritime and Shipwreck Archaeology in the Western Indian Ocean and Southern Red Sea: An Overview of Past and Current Research

This paper provides an overview of previous archaeological research on shipwrecks and the maritime archaeology of the Western Indian Ocean and southern Red Sea. It highlights the early pioneering research on the Santo António de Tanná, wreck off Mombasa Island, before discussing more recent discoveries, surveys and excavations. Attention is drawn to the important distinction between ??shipwreck?? and ??maritime?? archaeology, and the need to develop integrated programmes aimed at investigating the diversity of the maritime heritage of these two regions. Particular attention is also drawn to the increased activity of treasure hunters and other threats to the underwater heritage of these regions, the need to sustain ongoing training and capacity building in maritime archaeology and for strengthening existing legislation.     

An Angel on the Wind: How Heroic Policy Narratives Shape Policy Realities

Narrative Policy Framework (NPF) is a new and maturing theory of the policy process that takes a systematic, scientific approach to understanding the social construction of policy realities. As such, NPF serves as a bridge between postpositivists, who assert that public policymaking is contextualized through narratives and social construction, and positivists, who contend that legitimacy is grounded in falsifiable claims. The central questions of NPF are: What is the empirical role of policy narratives in the policy process and do policy narratives influence policy outcomes? First, the contributions of NPF scholarship at three levels of analysis—micro, meso, and macro—are examined. Next, necessary conditions of a policy narrative are specified, accompanied by detailed discussion of the narrative components: narrative elements, narrative strategies, and policy beliefs. Finally, an empirical illustration of NPF—a case study of Cape Wind's proposal to install wind turbines off Nantucket—is presented. Although intercoalitional differences have long been studied in the NPF scholarship, this is the first study to examine intracoalitional cohesion or the extent to which a coalition tells the same story across narrative elements, narrative strategies, and policy beliefs. NPF is a new approach to the study of the policy process that offers empirical pathways to better speculating the role of narrative in the policy process.     

Did Women Have a Transformation of the Roman World?

Despite intense and interdisciplinary interest in the transition from antiquity to the middle ages, work on women and gender generally remains marginal to the dominant paradigms for understanding political and social change in the period from c. 300 to c. 800 ce . This article critiques these interpretations from a gendered perspective and also reviews recent work on women and gender in late antiquity, Byzantium and the early medieval Europe. By outlining similarities and contrasts between women's lives in early medieval western and Byzantine cultures, it emphasises the diversity of women's experience. Suggestions about how to envisage a fully gendered history of this period conclude with a call for radically new approaches to the study of the transformation of the Roman world.     

Lights and shadows over the Recommendation on the Historic Urban Landscape: ‘managing change’ in Ballarat and Cuenca through a radical approach focused on values and authenticity

The 2011 Recommendation on the Historic Urban Landscape (HUL) is the most recent incorporation to the global process of heritage production that was triggered by the 1972 World Heritage Convention. Five years since the publication of the Recommendation, it is clear that, despite UNESCO’s efforts, opportunities for the implementation of the HUL on a global level have been scarce. An increasing awareness regarding public participation has provided an additional opportunity for the HUL, due to an enhanced understanding of an ideal urban heritage management that, avant la lettre, disregards traditional up-down decision-making processes. Our paper provides a critical evaluation of the positive and negative aspects which have arisen from the implementation of HUL Recommendation with regards to charters and theory. We have also taken into consideration the risks that are concomitant to its ambitious holistic approach, as well as the ambiguities with regards to the definition of landscape on which the HUL is based. This paper also identifies the opportunities that a renewed focus on heritage values and authenticity management, as reflected in the cases of Cuenca (Ecuador) and Ballarat (Australia), may offer for the successful implementation of the HUL approach.     

Placing Plato in the history of liberty

ABSTRACT

This paper explores and reevaluates the place of Plato in the history of liberty. In the first half, reevaluating the view that he invents a concept of ‘positive liberty’ in the Republic, I argue for two claims: (1) that he does not do so, insofar as this is not the way that virtuous psychological self-mastery in the Republic is understood, and (2) that the Republic works primarily with the inverse concept of slavery, relying on entrenched Greek ideas about the badness of the status of being a slave and the actions and dispositions associated with it. Turning in the second half to seek Platonic innovation not in the domain of ‘positive liberty’ but in reflection on liberty as a political value, understood as the liberty of action of citizens within the laws, I argue for two further claims: (3) that as such a political value, liberty is limited and reshaped in both the Republic and the Laws to be compatible with obedience to rule / willingness to be ruled, ideally willing obedience; and (4) that for this limited and reshaped value to be secured, such obedience must be manifested not only in regard to a constitution’s laws, but also to the magistrates who hold office within it.
