One of the European Union’s 2014–2020 cohesion policy’s new aims is to promote integrated urban development strategies that enhance sustainable urban development. Following the emergence of the integrated urban development policy, city policies in EU show a trend in that direction but overall changes towards a sustainable integrated urban development are limited. One of the major problems for planners and implementing actors seems to be the management of complexity, which originates in three sources: the policy, the planning and implementation processes as well as the implementation place. The paper elaborates on the question: what is triple complexity and how can planning and implementing actors of the EU integrated sustainable urban development policy manage it? The paper suggests the use of a place-oriented theory and proposes a theory-guided ex-durante (ongoing) evaluation called Place Scan. I assume that the method can support planners and implementing actors to manage complexity and to improve quality of ex-durante evaluations.  相似文献

This essay examines the nineteenth-century debate about an imagined matriarchal past, arguing that it raised significant questions about gender and history. It scrutinizes the interdisciplinary nature of the debate, demonstrating that anthropology and literature intersected in a fraught investigation of ‘mother-rule’. The essay contends that H. Rider Haggard's novel She (1887) engages in complex ways with anthropological visions of a matriarchal past. The work of the major matriarchal theorists, J. J. Bachofen, J. F. McLennan, John Lubbock, and L. H. Morgan, often seen as triumphalist accounts of the transition from matriarchy to patriarchy, was beset by tensions about gender, power, and temporality, caught between evolutionary meliorism and nostalgia, between a defence of patriarchy and recognition of cultural variability. Haggard's She, the essay argues, exposes and deepens the tensions at the heart of the anthropological narrative. Critics have conventionally read She as a matriarchal dystopia, yet the novel offers an ambivalent dramatization of matriarchy, and is attracted as well as repelled by the matriarchal past embodied in the white African queen Ayesha and her people, the Amahagger. More than a femme fatale, Ayesha is sorceress and scientist, harbinger of life and of death; even her violence unsettles assumptions about gender and power. Haggard's evocation of the Amahaggers’ marriage practices works to question the anthropologists’ hierarchical cultural evolutionism, moving towards an appreciation of plural cultures. The narrative's insistence on cyclical temporalities also disrupts a linear narrative of progress from matriarchy to patriarchy, conveying the potent attractions of a resurgent female past.  相似文献

The first case of synesthesia was reported in 1812 (Jewanski, Day, & Ward, 2009 Jewanski, J, Day, SA and Ward, J. 2009. A colorful albino: The first documented case of synesthesia, by Georg Tobias Ludwig Sachs in 1812. Journal of the History of the Neurosciences, 18: 293303. [Taylor & Francis Online], [Web of Science ®] [Google Scholar]). However, it took almost seven decades before the idea of synesthesia entered the mainstream of science and, subsequently, art. There are no known new cases described between 1812 and 1848, but in the following three decades there are at least 11 reported cases of synesthesia and many reviews of these cases. This comes at an important period in the history of the neurosciences, and for sensory physiology in particular. However, the literature that describes synesthesia during this period is largely unknown to contemporary researchers and historians. The aim of this review is to discuss the reports of synesthesia during this period, providing translations of some key passages, and to place these reports within the contextual framework of nineteenth-century neuroscience.  相似文献

In this article, I examine the sociocultural dimensions of Indigenous home and homelessness through a case study of increasing visible homelessness in two northern Canadian communities. Drawing on five years of ethnographic research on Indigenous homelessness in Yellowknife and Inuvik, two regional centres in the Northwest Territories (NWT), Canada, I suggest that Indigenous experiences of homelessness are at once collective and immediate. In particular, I draw on the concept of ‘spiritual homelessness’ (Keys Young 1998) to examine the multiple scales of homelessness experienced among northern Indigenous people. Research participants highlight several key elements of rapid sociocultural change that have an enduring impact on a collective sense of home and belonging, and play integral roles in shaping the experiences of homeless Indigenous people. Social and material exclusion, breakdowns in family and community, detachment from cultural identity, intergenerational trauma and institutionalisation are all woven throughout the personal narratives of homelessness articulated by research participants. I argue that the alleviation of Indigenous homelessness in the NWT depends on a decolonising agenda that specifically addresses contemporary colonial geographies and their expressions in the key institutions in Indigenous peoples' lives.  相似文献

Wars and their aftermaths frequently transform land use and ownership, reshaping ‘post-conflict’ landscapes through new boundaries, population movements, land reforms and conditions of access. Within a global context of controversial land concessions and farmland acquisitions, we bring to light the continued salience of historical memories of war in the ways land conflicts are being negotiated in Laos. Considering circumstances at different scales—from bilateral government relations to village-level claims—we find that political capital linked to memories of wartime affiliations have crucial spatial and place-based connections, and that they affect the ways investors, government officials and villagers negotiate over land concessions. Ethnographic evidence, spatial analysis and a survey of expatriate development workers engaged with land issues in Laos suggest that such ‘political memories’ are an important but often overlooked factor in shaping an uneven concessions landscape. We discuss implications for foreign development organizations that tend to privilege technical and legal aspects of land management over such political dimensions.  相似文献

This article examines Grotius’ lifelong support for Dutch expansion overseas. As noted in other publications of mine, Grotius cooperated closely with the directors of the Dutch East India Company (VOC) in the years 1604–1615. Right up to his arrest for high treason in August 1618, he contributed towards Dutch government discussions about the establishment of a West India Company (WIC). Three years of imprisonment at Loevestein Castle and, following his escape, long years of exile could not weaken his dedication to the cause. His relatives in Holland, in particular his brother Willem de Groot and his brother-in-law Nicolaas van Reigersberch, kept him up-to-date on the fortunes of the VOC and WIC. His expertise on maritime affairs was in high demand. For example, Cardinal Richelieu invited him in November 1626 to become actively involved in the establishment of a French East India Company. As itinerant ideologue of empire, Grotius sought to further his own career and those of his nearest family members, without damaging the interests of the United Provinces. Through Willem de Groot and Nicolaas van Reigersberch, he provided informal advice on Dutch imperial policy to the VOC directors and government officials in The Hague. He was rewarded with the appointment of his brother and his second son, Pieter de Groot, as VOC lawyers (ordinaris advocaten) in 1639 and 1644, respectively. They served as his proxies in diplomatic disputes involving the VOC, the States General and the Portuguese ambassador in autumn 1644, when Pieter and Willem de Groot wrote a defense of VOC claims to the cinnamon-producing areas of Ceylon (modern-day Sri Lanka), liberally citing De Jure Belli ac Pacis. Grotius’ vision of empire hardly changed in the course of 40 years. In his view, the Dutch had gone to the Indies as merchants, not conquerors, and should regulate themselves according to natural law and the law of nations. Thus he contributed to the creation of two political orders, one for Europe and one for the Indies. European diplomatic relations counted for little beyond the Line. VOC and WIC officials could act as judges and executioners in their own cause, without reference to indigenous rulers, other colonial powers, or even the political authorities back home.  相似文献

This paper presents a methodology to combine the technology of the terrestrial laser scanner with the techniques of digital image processing in order to study damages on stony materials that constitute historical buildings. This methodology has been tested using intensity data from three terrestrial laser scanners with different technical specifications. The unsupervised classification algorithms were used for the classification of 2D intensity images derived from the 3D information obtained from laser scanner equipment. The results obtained show the potential of the use of intensity data from terrestrial laser scanner for the recognition and characterization of certain pathologies in building materials that constitute historical buildings.  相似文献
