In Dutch planning, there has always been an important role for spatial concepts. Their role has arguably changed with the recent decentralization of planning to the regional and local level. At the national level, guiding concepts of a more procedural nature have replaced the more substantive and place-based spatial concepts, leaving more room for regional and local interpretation. At the regional and local level, spatial concepts are still in use, but this seems to be in a more communicative, negotiating and developing role than before. In this paper, we analyse how place concepts are used to exercise power, mobilize recourses and frame meaning over the use of the peri-urban areas, in the changing Dutch planning context. This paper focuses on two competing place concepts for overlapping green urban fringe areas in The Hague Region, which have been promoted by different actor constellations and which represent different visions about the meaning of these peri-urban areas. The case study allows conclusions about the changing role of spatial concepts in Dutch spatial planning. 相似文献

Livestock was often released onto remote Southern Ocean islands as a food source for shipwreck survivors during the industrial whaling and sealing era. Although animals were put ashore at nearby Isles Kerguelen and Crozet, the historical records make no mention of domesticated livestock ever being set ashore at Heard Island between 1855 and 1882. Here we report a pig (Sus scrofa) mandible discovered amongst other bones and artefacts in an ??elephanters?? midden found at Spit Bay, Heard Island. The find provides very strong evidence a live pig was shipped ashore and eaten as part of the sealers meagre provisions. Archaeological investigations of middens at other sealing locations could produce new insights into the dietary habits of these men. 相似文献

Abstract: Taking a political ecology approach, this paper offers a critical evaluation of conservation efforts undertaken in Gambia's Tanbi Wetland National Park (TWNP), a “wetland of international importance” as designated by the Ramsar Convention. Focusing on the oyster commercialization component of the World Wildlife Fund's Gambia–Senegal Sustainable Fisheries Program (GSFP) in the TWNP mangrove forests, we identify oystering practices that promote mangrove conservation and others that conflict with sustainable management. The project, which aims to commercialize oyster culture through local women, is entirely production oriented, ignoring the ways in which oysters are prepared for market. As a result, degradation of the very mangrove forests the GSFP aims to conserve may be accelerated. The project selectively engages with local environmental knowledge and fails to consider the implications of expanding the value chains for oysters and their shells. Unless the World Wildlife Fund addresses these issues, its conservation objectives and potential socioeconomic benefits may be compromised. 相似文献

Peering through the lens of illegal charcoal production in the forested areas of Virunga National Park in eastern Democratic Republic of the Congo, this paper makes a case for disaggregating the notion of “the state” to better capture “the political” in contemporary political forests. It argues that to identify the fluctuating importance of different dimensions of “stateness”, it is crucial to acknowledge the polymorphous socio-spatial relations that produce political forests. Thus, we draw on the notions of territory, place, scale and network (TPSN) to examine how “stateness” in Virunga has transformed under the particularisation, transnationalisation, and regionalisation of authority. This approach allows us to show how these processes do not only stem from neoliberalisation, but are also driven by, inter alia, regional warfare and non-state militarisation. The resulting complexity of the regulatory landscape turns Virunga into a space marked by a plurality of partly overlapping and partly conflicting political forests. 相似文献

The Danish excavations in Bahrain of Tylos graves at Sar and from Pylon T158 resulted in the recovery of seventeen skeletons. Apart from a single infant, all remains were of adults with females dying, on average, at a younger age than males. Among the pathological conditions identified, porotic hyperostosis (frequently linked to anaemia) was common. Infectious lesions were observed including two cases tentatively diagnosed as tuberculosis. The only other pathological condition noted was a possible case of skeletal fluorosis. This range of disease is comparable to other skeletal samples dating to the Tylos period. Measurements also indicate that these samples are similar to other Tylos remains from Bahrain. A feature of this period is the disparity in health between males and females, evidenced by differences in robusticity and height. This disparity is more marked than in other periods and it is argued that it is evidence of a greater inequality on the island during this period. 相似文献

Once the poster child for government-sponsored overfishing, New England by 2005 had become a fishery conservation success story. This article develops and deploys a problem-definition framework to explain the dramatic shift from a permissive to a protective fishery management regime in New England. I argue that neither new and improved scientific information nor pressure from powerful commercial interests caused government officials to modify their approach to fishery management. Instead, environmentalists used lawsuits to threaten fishery managers' autonomy and thereby forced them to replace fishers' risk-tolerant definition of the problem with environmentalists' more precautionary one as the basis for management. Environmentalists had legal leverage because they were able to demonstrate convincingly a substantial discrepancy between what the agency's governing statute required and what managers actually did. Two factors were critical to environmentalists' success: a compelling and credible scientific story about the relationship between fishing and the health of fish stocks, and an explicit conservation requirement in the language governing fishery management. 相似文献

The article begins by observing that, over the last decade, the idea of youth participation has once more become a popular part of contemporary political talk both in Australia and in many Western societies. Indeed most Western governments now advocate enhanced youth participation as part of a discourse about modern citizenship, so much so that it has become a policy cliché to say ‘increased youth participation’ will ‘empower’ young people, help build community and remedy a range of social problems. It is also noted that, if the idea of participation itself is an old idea central to the liberal democratic tradition, the current ‘rediscovery’ of youth participation is arguably part of that political orthodoxy. Drawing on selected State, national and Commonwealth government youth documents, the question is asked whether the official enthusiasm for youth participation has much to do with democratic practice. It is argued that the recent government enthusiasm for youth participation is problematic for three reasons. First, it fails to recognise the significant obstacles that young people currently experience when trying to participate socially, economically and politically. Second, there is a failure to think through what democratic practice requires. Third, both the conceptualisation and operationalisation of official youth participation policies reveal an agenda that is seriously at odds with the rhetoric of democratic participation. This raises questions about whose voice is actually being heard and to what effect.
