Rural local governments across Canada, including those in Newfoundland and Labrador, struggle with many of their day-to-day operational activities, including providing appropriate drinking water, wastewater, and garbage collection services, among other essential services, and rarely have capacity to facilitate local economic development activities. In recent times, entrepreneurialism has been noted as having potential for rural local governments, yet little research has been completed to determine its presence and relevance for municipalities in Newfoundland and Labrador. In response, we examined eight case study local governments in Newfoundland and Labrador to determine if, and how, entrepreneurialism was present in municipal efforts to increase economic prosperity in their communities. Findings suggest that while rural local governments continue to face challenges due to declining support for rural development from provincial and federal governments and increased downloading of responsibilities, some communities have established ways to remain resilient through partnerships and building on place-based assets. This exploratory study provides a basis for further in-depth research to determine the extent and approaches to entrepreneurialism in local government in rural Newfoundland and Labrador. 相似文献

Mass incarceration entrenches racial and class inequality and segregation. Before, during, and after low‐income people of color enter prison, they experience a range of barriers and biases that make it difficult to break out of the prison pipeline. This article investigates food justice and restorative justice activists in Oakland, California who are intervening at the point of reentry. I argue for the significance of teasing out the connections between food and carceral politics as a way to expand the practice and understanding of food justice. Specifically, I show how the incarcerated geographies of former prisoners, that is, perspectives and experiences that result due to the prison pipeline, motivate the formation of a restorative food justice. The associated healing and mutual aid practices increase social equity by creating spaces to overcome the historical trauma of mass incarceration, produce living wage jobs, rearticulate relationships to food and land, and achieve policy reforms. 相似文献

Explanations of the violence perpetrated by the Khmer Rouge between 1975 and 1979 in Cambodia often conflate two events: the far-ranging and self-destructive violence within the revolutionary Party, which led to the deaths of tens of thousands of cadres, and the larger genocidal destruction of so-called “counter-revolutionary” classes and ethnic minorities. The exterminationist violence inflicted within the Khmer Rouge organization itself is perplexing, for its shape and sequence cannot be explained by theories of mass violence in the current literatures on genocide or state terror. Our aim in this article is twofold. First, we show how key features of a theory of limitless, exterminationist, and ultimately self-destructive violence are contained within G.W.F. Hegel’s obscure analysis of the Terror of the French Revolution. Second, this Hegelian theory of exterminationist violence with a particular model of modern consciousness at its heart, can account for the transformation of typical forms of revolutionary violence into limitless self-annihilation. By drawing on Party documents, speeches, and radio broadcasts, we show that this theory can explain the shape and sequence of the internal purges of the Khmer Rouge. 相似文献

The Shaw Creek Flats and nearby middle Tanana river, in central Alaska, constitute one of the areas in the Americas with the densest known distribution of Late Glacial (about 14,500–11,700 cal. B.P.) archaeological sites. Local high rates of sediment deposition and low post-depositional disturbance allow for the interpretation of the function of archaeological occupations within larger economic and mobility strategies. Residential sites used over the long term seem to be located near critical but immovable resources such as clear water and vegetation. The spatial association of artifacts and faunal remains at other sites in the Flats suggest that they were specialized, short-lived locations dedicated to a single or few activities. For instance, the site of Swan Point Cultural Zone 4b is interpreted as a workshop related to the production of composite tools, particularly on mammoth ivory, and the site of Keystone Dune is interpreted as a camp related to wapiti (Cervus elaphus) hunting. These task-specific sites and others were probably used as part of a predominantly logistical mobility and economy strategy, which maximized efficiency in harvesting and processing resources that were distributed heterogeneously on the landscape. 相似文献

This article uses an integrated social reproduction theory (SRT) framework to highlight the interrelation between all non-wage forms of survival, such as debt, community and the environment. The analysis demonstrates how Mexico's unregulated industrialization and social housing policies have created new forms of poverty and market dependency. The article relies on a comprehensive literature review and extensive fieldwork carried out in El Salto, one of Mexico's industrial peripheries, and shows how vulnerable populations become trapped, in this case on the banks of the Río Santiago, one of Mexico's most contaminated rivers. Parallel developments of industrial and housing policies contextualize the conditions unfolding throughout Mexico where populations are relocated to areas without adequate water and where drinking water is supplied by bottled water companies. This contribution highlights why an expanded SRT framework is valuable for understanding the relationship between ecological dispossession and the forced reliance on markets and debt. 相似文献
