Why do societies implement land policies? A number of arguments have been put forward in the literature, ranging from economic conceptions based on market failure and the problem of negative externalities to a more social conception based on welfare distribution and collaborative planning. However, neither all societies with similar market failures or negative externalities develop and implement land planning nor implemented land planning always results from collaborative planning. The arguments found in the literature seem not to fit the reality and, in most cases, cannot explain why societies create or undertake innovations in land planning. Within the framework of institutional change theory and based on the analysis of the emergence of two land planning devices—a land use law and a land banking law—in Galicia, Northwest Spain, this paper argues that land planning is developed to tackle negative outcomes of former institutional setups. However, the negativity of such outcomes is measured not in terms of economic performance, but in terms of social acceptance. The search for a workable definition of property within the Galician society seems to be the main driver of institutional change in land use planning analysed in this paper.  相似文献

Preserving archaeological remains in situ is one of the main objectives of the Valletta Treaty, which was signed by the Dutch government in 1992. Subsequently, preservation in situ has become one of the pillars of archaeological heritage management in the Netherlands. Another objective of the Treaty is the promotion of heritage education and raising of public awareness for the protection and investigation of archaeological heritage. Until recently, this goal has received too little attention. The design and building of an underground visitor centre, DOMunder, raised an important question: How can we transform an archaeological monument into an asset for the community and at the same time ensure long-lasting preservation? Not many parallels exist, as most archaeological sites in urban environments are seen as a burden for development. Sites are generally either excavated or left in situ; in both cases the archaeology remains invisible and inaccessible to the public. In the case of DOMunder, the location in a wet sedimentary environment provided even more challenges. This paper focuses on a few of the many questions and problems that were raised before and during the building process and the (preliminary) answers and solutions.  相似文献

In the region of Chapada dos Guimarães, Western Brazil, planters relied heavily on slave labor during the eighteenth and nineteenth centuries. In this article, we examine the locally produced pottery found on slaves contexts in five rural sites of this region. Based in data from probate inventories and the pottery decorative variability we suggest that slaves used decorated pottery to express cultural and social differences.  相似文献

Evacuation planning is an important component of emergency preparedness in urban areas. The number and location of rescue facilities is an important aspect of this planning, as is the identification of primary and secondary evacuation routes for residents to take. This article introduces a multiobjective approach to identify these aspects of evacuation planning. The approach incorporates a multiobjective model into a geographical information systems–based decision support system that planners can access via the Internet. The proposed approach is demonstrated with a case study for the City of Coimbra, Portugal, for evacuation during major fires. Although presented in this context, this approach is applicable to other emergency situations such as earthquakes, floods, and acts of terrorism.  相似文献
