Policy Change: An Advocacy Coalition Framework Perspective

One purpose of the Advocacy Coalition Framework (ACF) is to explain policy change. Previous holistic reviews of the ACF by Weible, Sabatier, and McQueen (2009) and Pierce, Peterson, Jones, Garrard, and Vu (2017) of the framework have not explicitly analyzed all the concepts and their interactions in a systematic manner. To address this gap and inform scholars and practitioners about past findings, strengths, weaknesses, and opportunities for future research, this article analyzes how the ACF's theory of policy change is applied to 148 policy processes among 67 journal articles from 2007 to 2014. Similar to Weible et al. (2009), this research finds the frequent use of multiple primary pathways to policy change, infrequent use of many of the ACF's concepts, a plurality of applications in the environment and energy domain, comparison of subsystems, and a need for greater clarity and transparency among applications. Unlike Weible et al. (2009), this article explores associations between primary pathways and policy domains, the frequency of associations between primary pathways and secondary components, policy change and stasis, and identifies threats to internal validity of key ACF concepts.

In this guest editorial the authors look at the association of four blood types with four Hippocratic personality types in Japan and in matching lovers through dating services in the West.     

A city of sanctuary: the relational re-imagining of Sheffield's asylum politics

In June 2007, the city of Sheffield officially declared itself to be the UK's first 'City of Sanctuary', a gesture that sought to instil a spirit of 'welcome and hospitality towards asylum seekers and refugees'. Drawing on a series of interviews and ethnographic work, this paper critically examines this gesture by considering how City of Sanctuary sought to enact a relational account of place through which the responsibilities of Sheffield towards both proximate and distant strangers were highlighted. The paper argues that while the City of Sanctuary movement integrates both relational and territorial political practices, it also actively pursues a relational imaginary through presenting the city as a space of political connections and responsibilities. This is achieved through a twin focus upon the role asylum seekers and refugees play in constituting the city and the role that Sheffield might come to play in national discussions of asylum. Following this discussion, the paper looks to the implications of City of Sanctuary's work for a relational account of spatial politics, arguing that a dual orientation of spatial responsibilities 'within' and 'beyond' place may be more easily articulated in reference to some networks and flows than others. The experiences of City of Sanctuary therefore suggest that relational accounts must present a space of negotiation between territorial practices, political networks, spatial responsibilities and geographical imaginations. The development of City of Sanctuary into a national network of towns and cities promoting hospitality indicates the importance of such negotiations for developing a culture of refuge across British cities.     

Beyond the metaphor of the pendulum: electroconvulsive therapy, psychoanalysis, and the styles of American psychiatry

It is common to represent the history of American psychiatry by comparing it to a pendulum. In this metaphorical rendering, psychiatry has swung back and forth between extremes of emphasis on psyche (life events and inner conflict ruling etiological thinking, talk therapy dominating treatment) and soma (biochemical sources dominating etiological thinking, somatic treatments dominating treatment). This article argues that, while this metaphor is suited to capturing certain aspects of American psychiatric history, it distorts others by, for example, exaggerating the extent of dogmatism on either side and obscuring continuities in psychiatry's history. The article looks specifically at the reception by psychoanalysts to the introduction of electroconvulsive therapy. It shows that psychoanalytic views of ECT were diverse and more receptive to ECT than the pendulum metaphor might lead us to believe.     

Holocene climatic change and past Irish societal response

The extent to which North Atlantic Holocene climatic perturbations influenced past human societies is an area of considerable uncertainty and fierce debate. Ireland is ideally placed to help resolve this issue, being occupied for over 9000 yr and located on the eastern Atlantic seaboard, a region dominated by westerly airflow. Irish bog and lake tree populations provide unambiguous evidence of major shifts in surface moisture through the Holocene similar to cycles recorded in the marine realm of the North Atlantic, indicating significant changes in the latitude and intensity of zonal atmospheric circulation across the region. To test for human response to these cycles we summed the probabilities of 465 radiocarbon ages obtained from Irish archaeological contexts and observe enhanced archaeological visibility during periods of sustained wet conditions. These results suggest either increasing density of human populations in key, often defensive locations, and/or the development of subsistence strategies to overcome changing conditions, the latter recently proposed as a significant factor in avoiding societal collapse. Regardless, we demonstrate environmental change is a significantly more important factor in influencing human activity in the landscape than has hitherto been acknowledged.
