Every year on 15 July the Latin inhabitants of twelfth-century Jerusalem celebrated a feast in remembrance of the capture of the Holy City by the forces of the First Crusade on that day in 1099. This article explores how the inhabitants of Jerusalem interpreted that day – the culminating events of the crusade – in the context of celebrating this 15 July feast. It examines the events which took place in Jerusalem as the city fell on 15 July 1099 and traces the establishment of the feast, showing that it was founded within a few years of 1099. It then considers the development of the feast over the course of the twelfth century and examines the ritual processions prescribed in one liturgical programme used in Latin Jerusalem. It argues that the route of these processions had two functions: firstly, it mirrored the actions of the First Crusaders in Jerusalem on 15 July 1099; and, secondly, it visibly aligned Latin Jerusalem with sites which were associated with the Old and New Testaments. The route of these processions in Jerusalem was intended to convey an interpretation of the First Crusade as the continuation of biblical history.  相似文献

The emergence of ‘compacts’ between government and the ‘third’ or ‘not-for-profit’ sector is intimately linked to the comprehensive transformation of the welfare state. The first compacts in the United Kingdom in 1998 spawned similar policy instruments in other jurisdictions, including Australia. In 2006 the Labor opposition led by Kevin Rudd undertook to repair a ‘broken’ relationship between the federal government and the not-for-profit sector. The National Compact, launched in March 2010, was an initial step in a bumpy policy journey. Prime Minister Rudd was replaced in June 2010 by Julia Gillard, who portrayed the National Compact as the ‘foundation stone’ of a broader reform agenda. Although dogged by political instability, Gillard pursued ground-breaking reforms in the not-for-profit policy space. These reforms are now threatened with repeal by the Coalition government elected in 2013. This paper attempts to explain why Labor's reform agenda appears set to unravel.

This article reviews publications on public administration in the Australian Journal of Political Science (AJPS). A distinction needs to be drawn between public administration as a discipline and as a field of inquiry that engages specialists from several areas. The latter has been more significant in Australia in contrast to Europe and the United States. The questions discussed in the AJPS cover changes in the field and practice of public administration; the state and government; the structures of local government, public organisation and federalism; interfaces between public administration and other sectors and institutions; and issues with public sector reform and accountability. Despite the emphasis on governance in discourse and practice, the role of government continues to be central, and what emerges from experiments in new governance is that the authority of government and the significance of hierarchy (compared to markets and networks) very often remains pivotal.  相似文献
