Policy Dilemmas of Post-Soviet Countries

I wonder what the West would think of us if Russia were to urge it to undertake reforms that would cost it half its gross domestic product, lake 10 years off its average life expectancy, and reduce its standard of living by two-thirds while throwing millions of people out of work, causing social anarchy, and displacing millions of specialists from positions in their fields to the very lowest rungs of society…. ¹     

Australian higher education scholarships as tools for international development and diplomacy in Africa

International scholarships for higher education are a large component of foreign aid in many high-income countries, including Australia. The aims for Australian scholarships awarded to African students are to achieve development in Africa and advance the influence of Australia. However, well-articulated theories of change that define how scholarships are linked to these and other outcomes are not available in the literature. In order to address this gap, the authors explore the perspectives of Australian-funded Master's-level alumni from Kenya, Uganda and Mozambique on the implementation process before, during and after their scholarship award, and the outcomes of the scholarships. The authors found that Australian scholarships to Africans have the potential to spread Australian influence, and that returnee scholars, by virtue of their study in Australia, gain the capacity to become agents for development in their country. The process of choosing scholarship awardees, the local circumstances in each country on return, and support and mentoring networks after return can influence the achievement of these outcomes. Investments in international scholarships should be directed to develop additional skills and facilitate networks in order to further prepare the returnee scholars to influence development in their country and perpetuate Australian influence.     

What's Happened to the Watchful Eye?

This article reports results of a follow-up study to my book Keeping a Watchful Eye (1990), updating it with data from the 1990s. It examines whether congressional oversight has increased or decreased relative to earlier periods, how the variables that predicted oversight behavior in the period from 1961 to 1983 worked in later years, why changes have occurred, and what they mean. It also examines whether there was something distinctive about oversight in the 1990s when Republicans dominated both chambers. Results indicate that the amount of primary-purpose oversight continues to be quite high and that the model developed in the book to explain committee oversight behavior remains remarkably effective. What has changed is a large drop in legislative hearings and meetings (where oversight behavior often occurs), something that the data show actually predates the Republican 104th Congress. However, the Republican takeover did lead to a more oppositional oversight context–to more oversight hostile to the basic goals of programs and agencies.     

The Rhetoric of Rhetoric: A Review Essay of McCloskey's The Rhetoric of Economics

The homeostatic method, which was developed to reconstruct the number of inhabitants of a city or even a country in pre-statistical periods, has yet to receive much attention from demographic historians. Applied first to Amsterdam during the years from 1586 to 1865, the method has subsequently been used to compute the population of other places, including England from 1541 to 1871. The author reviews major schools of thought in historical demography and shows that the homeostatic method, with its emphasis on fertility regulated by marriages, logically extends some schools and is both simpler and more accurate than others. He then explains the method in detail, applying it to Dutch and English cases, and compares its estimates with those obtained through the use of other techniques.
