The accumulated published database of stable lead isotope analyses of ore and slag specimens taken from Anatolian mining sites that parallel the Black Sea coast has been augmented with 22 additional analyses of such specimens carried out at the National Institute of Standards and Technology. Multivariate statistical analysis has been used to divide this composite database into five separate ore source groups. Evidence that most of these ore sources were exploited for the production of metal artefacts during the Bronze Age and Phrygian Period has been obtained by statistically comparing to them the isotope ratios of 184 analysed artefacts from nine archaeological sites situated within a few hundred kilometres of these mining sites. Also, Appendix B contains 36 new isotope analyses of ore specimens from Central Taurus mining sites that are compatible with and augment the four Central Taurus Ore Source Groups defined in Yener et al. Aid agencies claim that their development expertise and advisory services are more important than their funds. Development research databases highlight broader problems in the knowledge management systems that have been established to record and distribute that expertise. In practice, distilled digested mini‐facts disseminated electronically risk perpetuating rather than reducing dependence. A banking model of knowledge and knowledge sharing stymies learning because it undermines and devalues learners’ initiative and responsibility. More consequential than detached bits of information is learning, largely initiated, maintained, and managed by those seeking to change their situation. Problem‐solvers must be directly involved in generating the knowledge they require. Achieving information affluence in poor countries cannot rest on transfer and absorption but rather requires a generative process with strong local roots.  相似文献

Funding of local government systems in Australia has been falling relative to other tiers of government for the past 30 years with various adverse consequences, especially the decline of local government infrastructure. This paper seeks to explain this phenomenon by drawing on two relatively new theoretical strands in the political economy literature; the Australian theory of local government failure and the Wittman model of democratic efficiency. Three explanations are assessed: a traditional public finance perspective, Australian local government failure, and the institutional efficiency of democratic preference revelation. A secondary aim of the paper is to evaluate the implications of the Wittman model for the local government failure paradigm.  相似文献

The post‐development school associated with the thought of Arturo Escobar treats development as a discursive invention of the West, best countered by ethnographic attention to local knowledge of people marginalised by colonial modernity. This approach promises paths to more equitable and sustainable alternatives to development. Post‐development has been criticised vigorously in the past. But despite its conceptual and political shortcomings, it remains the most popular critical approach to development and is reemerging in decolonial and pluriversal guises. This paper contends that the post‐development critique of mainstream development has run its course and deserves a fresh round of criticism. We argue that those committed to struggles for social justice must critically reassess the premises of post‐development and especially wrestle with the problem of representation. We contend that Gayatri Spivak's work is particularly important to this project. We review some of Spivak's key texts on capitalism, difference, and development to clarify the virtues of her approach.  相似文献

Abstract

The democratisation of heritage through digital access is a well-documented aspiration. It has included innovative ways to manage interpretation, express heritage values, and create experiences through the ‘decoding’ of heritage. This decoding of heritage becomes democratised, more polyvocal than didactic exhibitions, and less dependent on experts. However, the decision of what ‘heritage’ is and what is commissioned for digitisation (the encoding) is not necessarily a part of this democratisation. This paper will consider how digitisation reinforces the Authorised Heritage Discourse through the lens of Stephen Lukes’ three (increasingly subtle) dimensions of power: conflict resolution, control of expression and shaping of preferences. All three dimensions have an impact on how public values are represented in heritage contexts, but the introduction of digitisation requires more resources, expertise and training within established professional discourse. Social media may have a positive impact on the first two dimensions, but can reinforce hegemony. Alternatives are subject to epistemic populism. The role of digitisation and social media in the democratisation of heritage needs to be better understood. Questions regarding the nature and process of digital interaction, in terms of whose heritage is accessible, affect the very issues of democratisation digitisation appears to promote.  相似文献
