Prior literature suggests that presidents use signing statements to unilaterally move policy closer to their own ideal point after Congress has already voted on and passed a particular bill. Congress, however, retains the ability to revisit and amend the law by passing another bill. A presidential signing statement may thus make a law less durable and more likely to be amended in the future. To investigate this relationship, we examine all laws passed from the 95th through the 108th Congresses in order to demonstrate the specific influence of presidential signing statements on future congressional amendment activity. The results of our analysis lend support to the theory that laws receiving presidential signing statements are in fact more likely to be revisited and revised by Congress. In the February and March 1894 pages of The Lancet and in private letters, Charles Sherrington and Victor Horsley exchanged angry accusations pertaining to primacy of research on the course of the pyramidal fiber tract as determined from studies in monkeys. The polemics appear not to have ended in a manner satisfactory to either one. Moreover, the dispute allegedly led to a remarkable delay in publication of one of Sherrington's major contributions, which pertained to the localization of the motor cortex in apes that was published in 1917. Here we examine the argument in detail including the comments of an intermediary, Professor Rubert Boyce. We also examine the evidence for the supposed delay in publication, and conclude that the account of the delay originated in John Fulton's 1952 obituary of Sherrington, and is not true. The classic Upper Paleolithic sequence in the Levant was based on a series of stratified assemblages with culture-specific type fossils. Research in the last two decades has revealed numerous assemblages that cannot be accommodated within the classic sequence. The recently discovered assemblages are now regarded as representing two large entities that differ in both technology and typology. The locally developed Ahmarian is dominated by blades and bladelets, while the Levantine Aurignacian (probably an intrusive from the north) is dominated by flakes and by endscrapers or burins. The nature and contents of the sites suggest that Levantine Upper Paleolithic people were organized as small bands of mobile foragers, whose important resources were ungulate meat and plant foods. This subsistence economy and the associated settlement patterns lasted till about 13,000 B.P. and was succeeded by the Natufian culture with an entirely new socioeconomic organization. 相似文献

The Occupational Safety and Health Act of 1970 established the National Commission on State Workmen's Compensation Laws. The National Commission was directed to “undertake a comprehensive study and evaluation of State workmen's compensation laws in order to determine if such laws provide an adequate, prompt, and equitable system of compensation”. In 1972 the Commission issued its report, and “criticized many aspects of state workmen's compensation programs”. In its report the Commission made eighty–four recommendations for a “moder” workmen's compensation program and designated nineteen of these as “essential”. This research traces state progress in complying with each of these nineteen essential recommendations. Between 1972 and 1977 many states made significant improvements in their workmen's compensation programs and overall there was a 34 percent increase in compliance during this period. Higher levels of compliance were found to be related to two factors: changes in industrial diversification and the involvement and activity of vitally concerned interest groups. 相似文献
