AbstractThe democratisation of heritage through digital access is a well-documented aspiration. It has included innovative ways to manage interpretation, express heritage values, and create experiences through the ‘decoding’ of heritage. This decoding of heritage becomes democratised, more polyvocal than didactic exhibitions, and less dependent on experts. However, the decision of what ‘heritage’ is and what is commissioned for digitisation (the encoding) is not necessarily a part of this democratisation. This paper will consider how digitisation reinforces the Authorised Heritage Discourse through the lens of Stephen Lukes’ three (increasingly subtle) dimensions of power: conflict resolution, control of expression and shaping of preferences. All three dimensions have an impact on how public values are represented in heritage contexts, but the introduction of digitisation requires more resources, expertise and training within established professional discourse. Social media may have a positive impact on the first two dimensions, but can reinforce hegemony. Alternatives are subject to epistemic populism. The role of digitisation and social media in the democratisation of heritage needs to be better understood. Questions regarding the nature and process of digital interaction, in terms of whose heritage is accessible, affect the very issues of democratisation digitisation appears to promote. 相似文献

Funding of local government systems in Australia has been falling relative to other tiers of government for the past 30 years with various adverse consequences, especially the decline of local government infrastructure. This paper seeks to explain this phenomenon by drawing on two relatively new theoretical strands in the political economy literature; the Australian theory of local government failure and the Wittman model of democratic efficiency. Three explanations are assessed: a traditional public finance perspective, Australian local government failure, and the institutional efficiency of democratic preference revelation. A secondary aim of the paper is to evaluate the implications of the Wittman model for the local government failure paradigm. 相似文献

Abstract: A quarter century of financial deregulation, robber-baron corporatism and growing income polarisation has enabled the spatial partitioning of urban space into new and complex arrangements of micro-neighbourhood governance and privatism. These archipelagos of fortress homes and neighbourhoods increasingly lie outside the spaces of conventional state and city government. Yet while residential spaces of urban affluence have been unable to fully remove contact with the social diversity of the public realm, nomadic forms of super-affluence, flowing around a global–national urban system, have generated a form of networked extra-territoriality—a social space decoupled from the perceived risks and general dowdiness of the social world beneath it. This paper examines this space via the curious case of The World , a large residential cruise ship which, as its name suggests, roams the oceans and ports of the globe. Our title is taken from the name given to Japanese paintings of the new affluence and fantasy of life lived by the affluent and artists in late nineteenth century Japanese cities ( O Ukiyo E , or pictures of the floating world). We suggest that The World forms a similarly disconnected realm, not only literally afloat, also detached from the reality of a world that has been strategically left behind. 相似文献

Basic health system data such as the number of patients utilizing different health facilities and the types of illness for which they are being treated are critical for managing service provision. These data requirements are generally addressed with some form of national Health Management Information System (HMIS), which coordinates the routine collection and compilation of data from national health facilities. HMIS in most developing countries are characterized by widespread underreporting. Here we present a method to adjust incomplete data to allow prediction of national outpatient treatment burdens. We demonstrate this method with the example of outpatient treatments for malaria within the Kenyan HMIS. Three alternative modeling frameworks were developed and tested in which space–time geostatistical prediction algorithms were used to predict the monthly tally of treatments for presumed malaria cases (MC) at facilities where such records were missing. Models were compared by a cross-validation exercise and the model found to most accurately predict MC incorporated available data on the total number of patients visiting each facility each month. A space–time stochastic simulation framework to accompany this model was developed and tested in order to provide estimates of both local and regional prediction uncertainty. The level of accuracy provided by the predictive model, and the accompanying estimates of uncertainty around the predictions, demonstrate how this tool can mitigate the uncertainties caused by missing data, substantially enhancing the utility of existing HMIS data to health-service decision makers. 相似文献

This paper discusses the recent European Commission White Paper on European Governance, arguing that the document offers interesting possibilities for the future development of the European Union (EU), how it is governed and more particularly for 'European Urban Policy'. However, the paper argues there are problems with its use of the term governance as a strategy for reform and with a number of its proposals to widen access to the European Commission (EC) and the policy process. With regard to urban policy it is suggested that the White Paper's emphasis on a greater role for sub-national government and citizens' is to be welcomed. Although once again it is unclear whether the Commission has fully thought through the implications of its proposals both for itself and the groups it wishes to engage with. More specifically it is argued that the Open Method of Coordination is broadly similar to the methods whereby both current urban (and spatial) policy have been developed and should be embraced. Overall the White Paper is something of a mixed bag; however, this is to be expected of a document which is primarily intended to stimulate discussion about the future of EU governance. 相似文献

Abstract: Since its publication, Marxists have debated the relation between the Grundrisse and the first volume of Capital. This paper offers one entry point into this debate by comparing the way each text frames its “problematic of uneven development”, that is, the way that capitalism's inherently uneven development is thematized as a problem for explanation. In the Grundrisse the uneven nature of capitalism as development is explained by the emergence of capitalism from precapitalist relations. While this analysis is not entirely absent from Capital (cf the discussion of primitive accumulation), precapitalist formations are not treated as systematically in Capital. By contrast, uneven development enters Capital in the final section, particularly where Marx criticizes Wakefield. Reading these two texts together, I argue that the problematic of uneven development shifts from Grundrisse to Capital in a way that underscores Marx's growing stress on capital's imperial character. This shift has its roots in political events of the period when Marx rewrote Grundrisse into Capital. 相似文献

In the February and March 1894 pages of The Lancet and in private letters, Charles Sherrington and Victor Horsley exchanged angry accusations pertaining to primacy of research on the course of the pyramidal fiber tract as determined from studies in monkeys. The polemics appear not to have ended in a manner satisfactory to either one. Moreover, the dispute allegedly led to a remarkable delay in publication of one of Sherrington's major contributions, which pertained to the localization of the motor cortex in apes that was published in 1917. Here we examine the argument in detail including the comments of an intermediary, Professor Rubert Boyce. We also examine the evidence for the supposed delay in publication, and conclude that the account of the delay originated in John Fulton's 1952 obituary of Sherrington, and is not true. We suggest it has become a fable that should no longer be repeated. 相似文献
