This article demonstrates that the Church of Scotland did not seek to undermine the Central African Federation from the moment of its foundation in 1953. This misconception derives from many of the church's missionaries in the region who demonstrated open disdain for the Federation throughout its existence. They were upset that it had been imposed by the white settlers of Central Africa and the British government over the objections of the indigenous Africans. The church, however, did not follow its missionaries. Instead, it sought to make the federal scheme work for all concerned. The Reverend George MacLeod, perhaps the most visible church leader of the twentieth century, played an important role in trying to make the Federation function between 1953 and early 1959. It was not until after the declaration of the Nyasaland Emergency in March 1959 that the church passed a deliverance demanding an autonomous, African-run Nyasaland, at the behest of MacLeod's Committee Anent Central Africa. Deliverances are resolutions presented to the commissioners of the General Assembly of the Church of Scotland. The commissioners listen to the deliverances and then choose to accept, reject, add to, or amend each of them. Deliverances accepted, or passed, by the General Assembly become law. These laws determine how the Church of Scotland operates. This divergence between the Church of Scotland and its missionaries before the Emergency resulted from the Church's sense of historical obligation to protect the indigenous peoples of Nyasaland from the possibly deleterious consequences of rapid decolonisation. The compact city has become a leading concept in the planning of peri-urban areas. The compact city concept is often advocated as “sustainable” because of claims that include lower emissions and conservation of the countryside. The literature shows, however, that there are certain trade-offs in striving for compaction, especially between environmental and social aspects of sustainability. In this article, we describe expressions of the compact city concept in the planning practice of several European urban sample regions, as well as policies and developments that contradict the compact city. We look at examples of positive and negative impacts of the compact city that were observed in the sample regions. Further, we discuss attempts by planners to deal with sustainability trade-offs. Being aware that developments in the peri-urban areas are closely connected to those in the inner city, we compare the sample regions in order to learn how the compact city concept has been used in planning peri-urban areas across different contexts in Europe: in Western, Central and Mediterranean Europe, and with growing, stable or declining populations. We conclude with recommendations with respect to balance in applying the compact city concept.  相似文献

This article traces a history of the queue in post-war Britain,both in relation to its changing social organization and itsshifting symbolism. In the immediate post-war period, with thecontinuation of rationing and shortages, the queue was exploitedfor its political capital by Conservative politicians like WinstonChurchill, who equated queuing with meddling socialism. As queuingceased to be an explicitly political issue in the 1950s and1960s, it began to be linked implicitly with the issue of national‘decline’, which dominated political discussionand social commentary from the late 1950s onwards. The queuesin banks and post offices, in particular, were seen as a symptomof the ‘British disease’ of badly trained, poorlymotivated employees and mediocre management. In the 1970s and1980s, the ‘dole queue’ also became part of a politicizedmythology of decline, although much of its imagery was borrowedfrom the 1930s. In the Thatcher era, queuing was increasinglytransformed by queue management theories and technologies. Beingprimarily market-led, this queuing revolution was an unevenphenomenon. In low-status public spaces, such as bus stops,people were still left to improvise their own queue discipline;and organizations like banks used queueless services to focuson valued clientele. There is an increasing policy focus on India’s demographic potential and associated growth benefits. This paper provides empirical evidence regarding the net growth benefits derived from an increased share of working-age population in India. The analysis adopts decomposition and econometric methods, using data at the state and national level in India, to robustly test the nature and magnitude of the demographic dividend in India. We find that the Indian economy is drawing significant benefits from the ongoing process of demographic transition, with dividend effects estimated to be over one percentage point per annum during 1980–2010. However, to derive high growth from the demographic potential would require tackling some of the growth constraints. The paper discusses ways in which these constraints can be addressed to fully tap the potential of demographic dividend.  相似文献

In attempting to model gross migration flows, as distinct from net flows, entropy and information theory models supplement those from the demographic tradition. However, clear differences exist between these two classes, including the type of origin and destination information which needs to be supplied, the relationship between the overall decision to migrate and the conditional choice of destination, the role of behavioral variables other than distance, and the expected predictive performance. In this paper, an enhanced interregional migration model is introduced which attempts a further integration of both the above classes. A linear version of the model is used for exploratory data analysis on a large Australian population census data set. Several alternative hypotheses are then tested with the general model. Some guidelines are also indicated toward developing a fully dynamic version of the model as well as a formal hierarchical framework.  相似文献
