Australia, like most other developed democracies, is often alleged to suffer from ‘casualty phobia’. The perception that the Australian public will not tolerate casualties in foreign conflicts has shaped the decisions of both civilian and military policy makers. Measures taken to protect Australian forces from casualties may, for instance, also serve to increase the risk to civilians in the country to which they are deployed. The USA underwent a similar debate some years ago. Innovative public opinion research techniques—especially ‘survey experiments’ which allow researchers to establish causal relationships by consciously manipulating one variable while holding others constant—have established that the American public are not reflexively casualty-phobic and that the impact of casualties on public opinion can be outweighed by other factors, such as the public's confidence in the mission's overall success. In this article, the author replicates one of the key survey experiments from the US debate, suitably adapted to Australian conditions, with a nationally representative sample of Australian voters. The author finds that the same pattern holds in Australia as in the USA: casualties do lower public support for a given mission, but the mission's chances of success matter more.  相似文献

By exploring the nature of the Palatine myth in Early Stuart England this article contributes to the debate on the religious and political polarisation in Europe in the decades before the Thirty Years War. In the battle of words that preceded the armed conflict of men, references to the national past and greatness were used and misused by the opposing sides as influential instruments of propaganda. The paper sets out to answer two basic questions. In what way was Frederick, the Palatine Elector, put within the context of English Protestant mythology? This article examines the association of idolatry with erroneous ideas about the natural world in the writings of late antique Jewish and Christian authors. It follows two polemical genres. The first is the hexaemeral commentaries composed by Philo of Alexandria, Basil of Caesarea and Augustine, which positioned the hexaemeron against the background of natural philosophy and used various critiques of idolatry to revise or refute pagan natural philosophy. The second genre is that of heresiology initiated by Irenaeus of Lyon and adapted by Augustine to refute Gnostic and Manichaean cosmological myths and disregard for the creation account in Genesis. The article analyses a variety of ways in which the prohibitions against idolatry figured in methodological questions about how to conceptualize the natural world, how to locate the sources of conceptual error, and how to distinguish those errors from truth.  相似文献

Policy scholars have noted that bureaucrats can play an important role in defining policy alternatives. Few studies, however, examine the extent of their involvement in this process. This study contributes to public policy scholarship by offering a framework for understanding the strength of bureaucratic involvement in the process of defining problems and policy alternatives. Using witness data from congressional hearings on crime between 1947 and 1998, I find that federal, state, and local criminal justice bureaucrats have come to occupy a central role in the process of defining policy alternatives. In addition, I find that the centrality of criminal justice actors comes at the expense of interest groups, community organizations, and citizens/victims. Implications for criminal justice policy and understanding bureaucratic involvement in the policy process are discussed.  相似文献

The dramatic decline in the number of US medical schools in the early twentieth century has been traced to a medical education reform movement that gained momentum after the Civil War. The major parties to reform-the universities themselves, the Association of American Medical Colleges (AAMC), state licensing boards, the American Medical Association (AMA), and Flexner-had different interests and strategies, however, and scholars have continued to debate the impact each had on the decline. To isolate the independent effects that the temporally intertwined forces for reform had on medical school failures, this study applies statistical survival analysis to an extensive and unique data set on medical schools operating in the United States between 1870 and 1930. Contrary to the views of some scholars, the results indicate that schools closed in response to critical evaluations published by the Illinois State Board of Health in the nineteenth century and the AMA and Flexner in the twentieth century. Additionally, the results indicate that schools were less likely to have failed if they adopted certain reforms implemented at leading schools or joined the AAMC, and were more likely to have failed if their state's licensing regulations mandated lengthier premedical and medical training.  相似文献

After murdering Martha Ray in April 1779, James Hackman enjoyed an improbable media celebrity that rested largely on his ability both to embody and complicate the performative conventions of the late eighteenth‐century discourse of sensibility, which tied virtue to its embodied visibility. Supporters who lauded Hackman, but wanted to conserve his and their own moral agency, disentangled his character from his crime by attributing to him an interior space in which that character resided. Thus, while spectators delighted in the way that Hackman's sensible body registered his anguish at Ray's death, they could also paradoxically insist that his true intentions were hidden inside that suffering body, uncoupled from his violent deed. Such attributions of interiority helped to conserve both Hackman's masculinity and his agency by distinguishing his body from feminine bodies whose lack of such interior space rendered them vulnerable to a disordered and hysterical sensibility. The rhetorical energy devoted to defending Hackman provides a valuable case study of the ways that reconciliation was sought in the late eighteenth century between masculinity and agency within the discourse of sensibility and suggests that the differential, gendered distribution of interiority helped assuage fears about feeling's feminising potential.  相似文献
