Abstract: Taking a political ecology approach, this paper offers a critical evaluation of conservation efforts undertaken in Gambia's Tanbi Wetland National Park (TWNP), a “wetland of international importance” as designated by the Ramsar Convention. Focusing on the oyster commercialization component of the World Wildlife Fund's Gambia–Senegal Sustainable Fisheries Program (GSFP) in the TWNP mangrove forests, we identify oystering practices that promote mangrove conservation and others that conflict with sustainable management. The project, which aims to commercialize oyster culture through local women, is entirely production oriented, ignoring the ways in which oysters are prepared for market. As a result, degradation of the very mangrove forests the GSFP aims to conserve may be accelerated. The project selectively engages with local environmental knowledge and fails to consider the implications of expanding the value chains for oysters and their shells. Unless the World Wildlife Fund addresses these issues, its conservation objectives and potential socioeconomic benefits may be compromised. 相似文献

In December 2003 Iran signed an Additional Protocol to its Safeguards Agreement with the International Atomic Energy Authority. The signing followed 18 months of mounting international pressure on Iran to prove its benign motives following revelations about past failures to declare work on uranium enrichment and plutonium separation–the two routes to producing nuclear weapons-grade material. Although Iran has strenuously denied having a nuclear weapons programme, both the United States and the European Union have been highly suspicious. However, their responses to Iran have shown a divergence in how to counter the proliferation of weapons of mass destruction. The way forward on Iran will be influenced significantly by the extent to which the American and European approaches can be reconciled or otherwise. 相似文献

Busy Gap is one of the earliest attested place names located along the line of the central sector of Hadrian’s Wall in Northumberland,
yet in Newcastle during the sixteenth and seventeenth centuries it was a term of abuse, applied collectively to those who
came from upland Tynedale and was synonymous with the Border Reivers. Archaeological and historical sources indicate that
throughout the Middle Ages the place was located in a zone of seasonal settlement, characterized by groups of shielings probably
associated with townships located in the valley of the South Tyne. The question is how to understand the role of Busy Gap,
a place identified with a triangular earthwork on the north side of the Roman Wall. This paper will consider the results of
recent archaeological investigations carried out by the author on the site and will investigate the place and its setting

Various reforms at the federal level have led bureaucracies, including arts councils, to design and implement performance measurement systems. We still know very little about whether performance measurement has any influence on the external conditions of arts councils, or whether it serves as policy rhetoric for arts advocacy. In this article, we seek to understand the answers to these questions by conducting a case study of performance measurement at the National Endowment for the Arts (NEA). We conclude that there is little evidence that performance measurement at the NEA has had any appreciable effects on agency appropriation levels. Therefore, as a policy response to federally mandated performance measurement systems, arts councils might do better in focusing exclusively on metrics that capture internal efficiency, as opposed to those that serve to demonstrate performance to external constituencies. 相似文献

Typically enmeshed in the ‘voice’ perspective within children’s participation debates, there are currently sporadic insights into designer–child creative dialogue. Drawing on the findings of a Leverhulme Trust-funded research project, this paper articulates moments of dialogue between architects and children in spatial design processes, whose spatial and symbolic qualities help to understand the interactions and meeting of cultures. Several authors have discussed the transformational potential for adults and children to ‘co-author’ identities in dialogical contexts. The paper builds on this body of research to suggest that design dialogue offers the space, literally and metaphorically, for children and architects to participate together. Identifying the qualities of the dialogic design space as potentially present in children’s and adults’ everyday cultures and interdependent relations, it is proposed that this dialogical framework might diversify architects’ and children’s roles in the design process and enrich practices and perceptions of design participation. 相似文献
