Cash Transfers and the Well‐being of Older People in Brazil

This article provides a comprehensive assessment of the effects of social protection interventions on material and subjective elements of well‐being. Drawing on a longitudinal survey located in two relatively deprived parts of Brazil, it assesses the effects of pensions and other cash transfers on the well‐being of older people and their households. This analysis is located within a dynamic economic and public policy context. The article finds that pension benefits significantly increase per capita income and that this is strongly associated with overall levels of satisfaction with household well‐being. Levels of reported subjective well‐being do not fall as respondents age, and the survey finds high levels of optimism about future well‐being. The positive effects of pension benefits were supported by upgraded health services and by more specific policies such as access to credit on favourable terms. Overall, the authors conclude that a combination of economic growth and effective public policies significantly boosted the well‐being of most households in their survey, and that Brazil can be taken as a model of good practice for other middle‐income countries.

Putting the “art” back into arts policy making: how arts policy has been “captured” by the economists and the marketers

Abstract: This paper explores the current discourse about arts policy and funding and its placement within an economic paradigm. The models of “cultural industry” and “creative industry” are explored and how they affect arts funding discourse. Similarly the impact of the introduction of the language of industry and business to the arts sector is considered. If bottom-line arguments are used by funders, governments and critics to argue the merits or otherwise of arts activity, how does this affect arts practice? In recent times arts funding agencies have been restructured to reflect a market-driven agenda rather than an arts-driven agenda. The impact of all these issues is considered in the context of Australian arts' models in particular, but with reference to examples in the United Kingdom and the United States of America. The paper concludes with suggestions for a reassertion of core cultural values in future discourse.     

On the Arrangement of Chapels East of Transepts

Mathematical ability and good architecture have gone together in several notable instances. Euclid's ‘Elements’ has been one of the great formative works in the history of mankind and it would be reasonable to expect that it would have some influence upon architecture. It was practically unknown in the west until translated from the Arabic into Latin by Adelard of Bath about 1120. This translation had an immense impact on medieval thought and it is arguable that it was a major factor in the greater accuracy in the setting out of buildings that began about that time. The question of skew chancels is specially considered. But the main reason for holding the translation to have had a big influence upon medieval architecture is the strong tradition among Freemasons that ‘the worthy clerk Euclid’ was the founder of their craft.     

Address to the Historical Section of the Annual Meeting of the Institute Held at Cardiff

An investigation of almost all recognized Anglo-Saxon churches has been undertaken to scrutinize carefully their quoins, pilaster strips and arch jambs, where these are readily visible for detailed study from ground level. The geological orientations within the stones in these structures have been recorded where they are clearly discernible. The stones, irrespective of their size and shape, display in all visible instances distinct patterns and styles of Anglo-Saxon construction. A simple nomenclature is proposed to identify the bedding orientations of the stones. These patterns of stone orientation, particularly when applied together with an understanding of the different rock lithologies, can be used to enable the structural portions of Anglo-Saxon church buildings to be identified with greater precision.
