Heterochronism in the Moisture Supply of Eurasia in the Middle Ages (Landscape Ethnos,V)

The author relates climatic fluctuations in inner Asia to the political fate of the nomadic inhabitants from the 1st century A. D. to the 18th century. He thus establishes an absolute chronology of climatic changes related to latitudinal shifts in storm tracks. Previous articles in this series appeared in Soviet Geography, June 1964, February 1966, and December 1966.     

On the Subject of the “Unified” Geography (Landscape and Ethnos,VI)

A theory of ethnogenesis is advanced, associating stability of ethnic communities with homogeneous landscapes and ethnic change leading to the formation of new communities with heterogeneous landscapes. The ethnic aspect of population, unlike the social and political aspects, is found to be a function of geographical factors. The study of the interplay between ethnic man and the environment does not require an integration of the geographic disciplines but can be investigated within the framework of a special discipline, say, ethnology within geography.     

Khazaria and the Caspian (Landscape and Ethnos,Part I)

The author combines the techniques of historical geography, archeology, and paleogeography to investigate the distribution of the Khazars, a people settled in the Volga delta from the sixth to tenth centuries. Data on Caspian Sea level changes, obtained in part from study of the Derbent wall, are correlated with known political events in the history of the Khazars. A history of settlement of the Volga delta is reconstructed.     

Putting the “art” back into arts policy making: how arts policy has been “captured” by the economists and the marketers

Abstract: This paper explores the current discourse about arts policy and funding and its placement within an economic paradigm. The models of “cultural industry” and “creative industry” are explored and how they affect arts funding discourse. Similarly the impact of the introduction of the language of industry and business to the arts sector is considered. If bottom-line arguments are used by funders, governments and critics to argue the merits or otherwise of arts activity, how does this affect arts practice? In recent times arts funding agencies have been restructured to reflect a market-driven agenda rather than an arts-driven agenda. The impact of all these issues is considered in the context of Australian arts' models in particular, but with reference to examples in the United Kingdom and the United States of America. The paper concludes with suggestions for a reassertion of core cultural values in future discourse.     

Recognition of native rights in Northern Quebec: Settlement of comprehensive claims,constitutional protection and economic development

In order to allow for hydro development in Northern Quebec, it was necessary for the federal and provincial governments to negotiate conditions of settlement with the tree and Inuit people. These negotiations resulted in the James Bay and Northern Quebec Agreement in 1975.

A process to define aboriginal rights was established when the Canadian Constitution was repatriated in 1981–1982. In 1983, the Constitution was amended to recognize, among other things, rights or free ‐doms acquired by way of land claims agreements, as well as existing aboriginal and treaty rights. However, after a series of constitutional meetings, participants did not agree on an amendment to entrench the right to self‐government.

In the context of future development and actual practices, the exercise of rights is also extremely crucial; and, indeed, it is only through practice that those rights can be measured.
