NEO‐LIBERALISM,CULTURE AND POLICY

This article looks at the hegemonic process of neo‐liberal globalisation and its implications for culture in general and cultural policy in particular from a critical perspective. A consideration of its ideological features is a necessary supplement to the economic analysis of neo‐liberal globalisation. Ideology mediates economics and culture. As it is used here, the concept of “ideology” refers to how dominant power relations and inequalities are legitimised by distorted representations of reality at various levels. While these include abstract theory and professional expertise, it is argued that everyday language and “common sense” exemplify the operations of ideology most profoundly in securing consent to prevailing and otherwise questionable arrangements. Culture is now saturated with a market‐oriented mentality that closes out alternative ways of thinking and imagining. The general argument is illustrated with several examples drawn from across the range of lived experience and institutionalised structures, especially in the arts and broadcasting. The logic of the annual European Capital of Culture competition is also discussed with reference to the neo‐liberal framework for urban regeneration. Specifically, the experience of Glasgow 1990 and the plans for Liverpool 2008 are addressed in this regard.     

Doing a Florida thing: the creative class thesis and cultural policy

In this paper, we discuss the screen media businesses and production milieu that has developed in the predominantly rural region of the Northern Rivers, Australia, over the past 20 years. Spread across a number of towns and small cities each at some distance from each other, this screen milieu would seem to go against the prevailing logic for screen media to concentrate in globally connected cities. Taking up Allen J. Scott’s suggestion that the new capitalism of the twenty-first century is producing restructuring effects in many of the interstitial spaces between large cities, this article examines the spatial assemblages of the screen media and related creative industries sectors in one such space. We demonstrate how screen media actors in this rural region are participating in the wider cultural economy and explore its cultural policy implications.     

Competing Traditions and the Birth of Texts

Doctor Ingrid Hjelm's new book, Jerusalem's Rise to Sovereignty: Zion and Gerizim in Competition. Ingrid Hjelm . T&T Clark International, New York: 2004, raises a number of interesting issues concerning the relationship between the Samaritans and the inhabitants of Judea during the Hasmonean period. Though her intention is to demonstrate the conflict origins of the literature treasured by those respective communities, and the divergent paths taken by those tradents, her ideas have further reaching implications for interpretation of the Hebrew Bible and the dates to be assigned to those materials. This essay probes Hjelm's new book, enquiring after its wider implications, especially for those interested in the rise of Biblical texts.     

Antiracist memories: The case of 17 October 1961 in historical perspective

This article examines the causes and subsequent cover-up of the massacre of Algerians by French security forces on 17 October 1961, and assesses the place and symbolic importance the memory of this massacre has come to occupy within Algerian immigrant communities and antiracist groups since the 1970s. These groups have actively campaigned for official recognition of the extent of and responsibility for the massacre. Finally, the article reflects on the way in which the 17 October massacre is often discussed in relation to Vichy, and the ambivalent conclusions which can be drawn from this in relation to France's coming-to-terms with its colonial past.     

Shoes,lies and videotape: Corruption and the French state

The frequency of corruption scandals in contemporary France is linked to various institutional and political factors. Recent affairs have highlighted the personal transgressions of the perpetrators while anti-corruption legislation has distinguished between corruption for private and public ends. But in the Elf, party-financing and contaminated blood scandals corruption may be seen as intrinsic to the interaction between political and economic elites. Above all, recent scandals, and the mixed record of attempts to deal with them, highlight the social fracture between elites and society at large, whose alienation from mainstream institutions intensifies as the affairs continue.     

The Lead Ingots from the Wreck of the Zuiddorp (1712), Western Australia: a report on their provenance and manufacture

The Dutch United East India Company ship Zuiddorp vanished on its way to Batavia in 1712 – its last port of call was the Cape of Good Hope. After its wreck was found on the Western Australian coast, archaeological investigations resulted in the retrieval of 21 lead ingots. Recent study of this artefact assemblage, comprising both great pigs and pieces, suggests that they were of north English origin. Historical records indicate that the Dutch procured large quantities of lead from English sources and maritime trade links between English and Dutch ports were well established at the beginning of the 18th century. © 2012 The Authors     

Towards more inclusive,vital models of heritage: An Australian perspective

Abstract

This paper's review of relevant Australian writing critical of theory and practice concludes that official protection of the nation's heritage is a prejudicial, narrowly conceived system in the sense that it is not readily embraced by the public at large, and does not relate well to vigorous public concerns for the environment. Heritage remains too securely tied to the historic artefact. Much broader, vital concepts are needed. A ‘social and environmental relations’ model is proposed. Ideas related to such a concept are explored, including examples where heritage is integrated with aspects of community development. Practice in some communities is argued to be blazing paths well in advance of some of the heritage professionals. In support of such initiatives, research directions for historically‐based disciplines that are in accord with the proposed model are outlined.     

The Planning System in Northern Ireland Post-devolution

Devolution within the UK has produced new systems of governance within Scotland and Wales and restored to Northern Ireland local accountability following three decades of direct administration. The paper reviews the different status of Northern Ireland to provide both an understanding of the context in which planning has been set and the new structures that are taking shape. Particular focus is placed upon the ambitious mechanisms underlying the Agreement between the political parties in the province. The paper discusses how planning issues and responsibilities have moved from one highly centralized government department pre-devolution to effectively three new departments thereby providing a test not only of joined-up governance but of the ability of the new devolved structures to work effectively. Challenges posed by the different competencies are debated and emerging issues are discussed in terms of coherent planning at regional, subregional and local levels.
