Following President Bush's declaration of a ‘War on Terror’ in 2001, governments around the world introduced a range of counter‐terrorist legislation, policies and practices. These measures have affected not only human rights and civil liberties but also civil society and aid frameworks. Although the Obama administration has renounced the language of the ‘War on Terror’ and taken steps to revoke aspects such as water‐boarding and the detention facility at Guantanamo Bay, the bulk of the legislation and practices associated with the post‐9/11 global security framework remain. The cluster of papers which follow provide detailed studies of the effects of the War on Terror regime on civil society in four contexts: the USA, Spain, Kenya and Uzbekistan. In this way it lays a basis for civil society actors and aid agencies to reflect more strategically on how they should engage with security debates and initiatives in a way that best protects the spaces of civil society and the interests of minority and vulnerable groups. This introduction sets out the three key themes pursued throughout the cluster articles, namely, the selective impact of counter‐terrorist measures on civil society; the particularity of civil society responsiveness to these measures; and the role of aid and diplomacy in pursuing security objectives and its consequences for civil society.  相似文献

This paper compares the socio-spatial characteristics of two missions dating from different periods in Torres Strait, northeastern Australia. It builds upon previous archaeological research which correlates settlement-subsistence systems with the seascape cosmologies of marine specialists. Against the backdrop of profound changes in colonial governance and religious commitment (from mission to church) from the late nineteenth to mid twentieth centuries, we map the changing structure of two Torres Strait missions, and reflect upon these changes relative to lived sea-space. We use this approach in the belief that “local” histories provide meaningful context to broader colonial narratives.  相似文献

X-ray fluorescence analysis of obsidian artifacts from sites located in Chaco Canyon and from three Chaco-era communities in New Mexico permits determination of their geological origin. These source data are used to describe patterning in obsidian procurement in sites located in Chaco Canyon dating from A.D. 500–1150, and in a three non-Canyon communities occupied during the period of Chaco Canyon's regional prominence (ca. A.D. 875–1150). These data demonstrate that the most proximate sources generally dominate the sourced obsidian assemblages from sites of all periods, but also suggest differences in procurement patterning both over time and across space. Within Chaco Canyon, there is a notable shift from Mount Taylor obsidian to use of Jemez Mountains sources over time. These data also suggest that earlier analyses of obsidian from sites in Chaco Canyon misidentified some obsidian artifact sources; these new data indicate the central areas of disagreement and provide a revision of procurement patterning. In the Chaco-era communities located outside Chaco Canyon, procurement patterning diverges. The Blue J community shows an increase in use of the nearby Mount Taylor source over time. Two communities located toward the southern extent of the Chaco great house distribution reveal a markedly distinct procurement pattern, obtaining nearly all of their obsidian from southern sources largely unrepresented at Chaco Canyon. Combined, these data provide new insights into raw material procurement and artifact production at sites in Chaco Canyon, and in communities occupied during the Chaco Phenomenon, the period of the Canyon's greatest regional influence.  相似文献

This article uses census data for Berkshire to argue that large-scale counterurbanization began much earlier than is generally recognized in some parts of southern England. This was not just movement down the urban hierarchy, which as Pooley and Turnbull have demonstrated was a long-term feature of England’s settlement system, but in some cases at least amenity-driven migration to rural areas of the kind increasingly recognized as a core component of recent counterurbanization. Despite a reduction of acreage Berkshire’s rural districts saw a 54% rise in population between 1901 and 1951. The sub-regional pattern of growth is assessed to gauge whether ‘clean break’ migration to the remote west of the county (which remained effectively out of commuting range from London throughout the period) was taking place, or whether counterurbanization was confined to the more accessible eastern districts. However, whilst population did increase in both west and east, it was in fact the central districts that grew most impressively. Three case study parishes are investigated in order to gauge the nature and consequences of counterurbanization at a local level. Professional and business migrants figure prominently, seeking to preserve and promote the rural attributes of their new communities, without however cutting their ties to urban centres. It is argued that migration to rural Berkshire in the first half of the twentieth century cannot adequately be described either as a form of extended suburbanization or an anti-metropolitan ‘clean break’. Rather, early counterurbanization marks the first stage on the long road to a post-productivist countryside, in which countryside becomes detached from agriculture, there is socio-economic convergence between town and country, and the ‘rural’ increasingly becomes defined by landscape and identity rather than economic function.  相似文献
