This study explores the impact of three distinct measures of public approval on congressional voting. Specifically, we test for the relative impact of a president's national approval, his partisan approval, and his district- (or state-) level approval on congressional support, measured at the level of individual members of Congress. Though we remain consistent with other arguments that hold presidential approval is likely to act as a background variable rather than a determinant of congressional voting, we maintain that theoretically more meaningful relationships between public opinion and congressional voting can be developed. Specifically, we argue that a more relevant test can be made which includes opinion measured closest to where that opinion is likely to matter to members, namely among electoral copartisans and district-level constituencies. We estimate various models (bivariate and integrated multivariate), and find strong support for our hypotheses that, to the extent members of Congress use public approval as a voting cue, they do in fact pay far more attention to partisan and constituency interests than they do to national opinion.  相似文献

Gross and microscopic studies by early investigators led the cerebral white matter from being regarded as an amorphous mass to an intricately organized system of fasciculi that facilitate the highest expression of cerebral activity. Here we pay homage to the anatomists whose observations resulted in the evolution of ideas about the cerebral white matter. We also draw attention to limitations of the earlier methodologies and to some of the conflicts and controversies that have characterized this field and that persist in the current literature. We conclude with brief reference to the principles of organization of the fiber pathways derived from our studies in the monkey using the autoradiographic tract tracing technique, another step in the ongoing investigations of the cerebral white matter. This historical review has contemporary relevance because the fiber pathways of the brain are crucial components of the distributed neural circuits that subserve nervous system function; the clinical manifestations of white matter damage are recognized with greater frequency and clarity; and magnetic resonance imaging tractography has made it possible to view these fiber bundles within the living human brain.  相似文献

This article examines the reasons why women students may hesitate to report sexual harassment. The research draws on the notion of ‘self-construal’. Self-construal is a form of self-identification in social relationships, which in this case relates, in particular, to gender within cultural environments in Korea. For the purposes of this research, a survey was conducted with 298 Korean college students from 7 to 14 March 2006. The results showed that different types of self-construal had different influences on Korean college students' and their reporting of sexual harassment, whereas gender did not. Grounded in the theoretical framework of self-construal, people with independent self-construal were found to express their uncomfortable feelings and to report to the university counseling center, whereas people with interdependent self-construal did not. Furthermore, we found that women were more likely than men to directly express their opinions and report sexual harassment to the university counseling center. Men are also harassed by women colleagues or students but are often more reluctant than women to recognize their experiences as ‘sexual harassment’ because of the stereotype that men are the perpetrators of this behavior, not its victims, and because they fear ‘loss of face.’ It is necessary to engage not just with femininity but also with masculinity and the relationship between these constructs because they are both temporally and geographically contingent.  相似文献

Against the backdrop of terrorist attacks in 1998 and 2002, Kenya has come under pressure from aid donors and diplomatic circles to co‐operate in achieving the political and military objectives of the War on Terror. The Kenyan government has received legal, technical and financial support to implement new counter‐terrorism structures. However, while these have raised concerns around human rights and the ability of people to come together and organize on shared interests, the response of civil society in Kenya has been muted. It is mainly human rights campaigners, lawyers, Muslim organizations and leaders, and some politicians that have opposed proposed anti‐terrorism legislation. Even fewer groups have spoken out against the government's participation in a regional rendition programme in the Horn of Africa supported by the United States. This weak response reflects the significant ethnic and regional fragmentation that prevails in the country. This article critically examines the impacts of counter‐terrorism in Kenya and civil society responses to these in a shifting political landscape.  相似文献

Stories of conflict between saints and dragons flourished between the eighth and fourteenth centuries at the disputed boundary zone between folktale and hagiography. The presence of dragons at wells was an accepted image in vernacular culture, independently adopted by successive writers of saints' Lives to enliven stories about the spiritual power of their heroes and the pastoral and missionary work they performed. In the transition of hagiography from its Middle Eastern origins the dragon, originally a plausible desert snake, took on mythical status and became identified with social evils from paganism to corruption. Christian imagery of baptism involved a symbolic contrast of lethal and healing waters, given visual expression in the sculptural motif of a dragon encircling the font. But the story of the dragon-fight could carry multiple meanings. Earlier texts reflect a world in which clerical culture had to make headway against lay power, and the dragon is something to be banished, like the aggressive chieftains faced down by saints. Later on Christianity was presented as part of a harmonious social order, and the dragon is crushed by the pious force of chivalry.  相似文献
