New government and policy change in western Australia 1983–1988: Did Mr Burke Make a difference?

Using four indicators of government activity, we identify a number of policy innovations in WA under the Burke government We argue that this government's policies are distinct in some measure both from those of its Liberal predecessors and from the aims of the WA Labor Party prior to the Burke leadership.

Comparison with other Australian states suggests though that these policies are broadly compatible with directions taken under other Labor administrations and distinct from those of non‐Labor administrations. Thus, whilst a Burke‐led government did make a difference in WA, its policies reflect broader Labor‐oriented state trends.     

Returned to Sender: Some Predicaments of Re‐indigenisation

ABSTRACT It is some 40 years since Australia officially re‐indigenised its Aborigines, at the same time giving rise to cultures of indigenism in the community at large. For those who lived in the closely settled areas, re‐indigenisation entails a new positioning vis‐à‐vis what can be recovered of traditional practices and places, but also vis‐a‐vis non‐indigenous people involved in indigenism. The paper recounts the response of one such indigenous group to the possibility of learning secrets that had long been known to white people, but not to them.     

The Specter of Revolution: Reconsidering Japan's Decision to Surrender

Existing studies of the Pacific War tend to focus on the adverse military situation in explaining Japan's decision to surrender. Special emphasis has been placed on both the atomic bombings of Hiroshima and Nagasaki and the Soviet entry into the war. Although these are no doubt critical to understanding the end of the Pacific War, they fail to tell the whole story. This paper seeks to broaden the scope of the scholarly debate by focusing on Japan's domestic situation as a major factor behind the decision to surrender. It argues that a near-obsessive fear of social revolution among Japan's conservative ruling elite played an important role in prompting Japanese elites to make the decision to end the war.
