The Province of Alberta in 2001 implemented the First Nations Gaming Policy (FNGP) to improve First Nations development potential by permitting the construction of reserve casinos. This article argues that during the policy development stages provincial and First Nations leaders failed to consider the geographic placement of reserve communities, both in terms of where casinos would be placed and how gaming revenues would ultimately be distributed. Therefore, a policy intended to assist with First Nations economic rejuvenation in Alberta has benefitted a small proportion of First Nations while exacerbating regional economic difficulties the policy was in part calculated to ameliorate. The authors recommend revisiting the FNGP to establish a more equitable revenue distribution formula, thus resulting in a greater distribution of gaming revenues to a larger number of First Nations.  相似文献

ABSTRACT

This essay reads Kafka’s aphorism “The Leopards in the Temple” together with some of the concerns of political theology to think about visibility and agency, the sacred and the profane, the violence of incorporation, and the field of political theology itself. Methodologically, it brings literary studies and political theology into richer engagement without consuming one into the other, either as mere illustration or as gloss. The condensed power of Kafka’s aphorism draws us right into the midst of questions about the dangers of consumption and incorporation, as well as the possibilities for meaningful interaction between these fields of study.  相似文献

Most studies that incorporate a gender dimension into the study of poverty or other development outcomes focus on the sex of the household head. This article argues that a headship analysis gives only a partial view of gender inequality since it does not take into account the position of women within male‐headed households. Drawing primarily on the Living Standard Measurement Studies for Latin America and the Caribbean, the authors present baseline indicators of the degree of gender inequality in asset ownership for the eleven countries in the region that have collected individual‐level data on asset ownership. Disaggregated data on asset ownership within households suggest that the distribution of property by gender is more equitable than a headship analysis alone would imply. But the degree of gender inequality also varies according to the specific asset and among countries. Further comparative work on asset ownership requires attention to the marital regimes governing property rights in marriage. Finally, the authors suggest how household surveys could be improved by standardizing the collection of individual‐level asset data across countries.  相似文献

Is the analysis of patron–client networks still important to the understanding of developing country politics or has it now been overtaken by a focus on ‘social capital’? Drawing on seventeen country studies of the political environment for livestock policy in poor countries, this article concludes that although the nature of patronage has changed significantly, it remains highly relevant to the ways peasant interests are treated. Peasant populations were found either to have no clear connection to their political leaders or to be controlled by political clientage. Furthermore, communities ‘free’ of patron–client ties to the centre generally are not better represented by political associations but instead receive fewer benefits from the state. Nonetheless, patterns of clientage are different from what they were forty years ago. First, patronage chains today often have a global reach, through trade, bilateral donor governments and international NGOs. Second, the resources that fuel political clientage today are less monopolistic and less adequate to the task of purchasing peasant political loyalty. Thus the bonds of patronage are less tight than they were historically. Third, it follows from the preceding point and the greater diversity of patrons operating today that elite conflicts are much more likely to create spaces in which peasant interests can eventually be aggregated into autonomous associations with independent political significance in the national polity. NGOs are playing an important role in opening up this political space although at the moment, they most often act like a new type of patron.  相似文献

Political marketing is a growing phenomenon and few political parties would seek to compete in an election without utilising at least some of its tools to help them understand their market and compete more effectively. The current range of tools available includes pre-election strategy, branding, e-marketing, opposition research, multiple forms of direct marketing and GOTV utilising market segmentation, tangibility tools, insights marketing and leadership re-marketing. New developments in practice transfer quickly between countries. In the 2008 New Zealand election, both major parties, Labour and National, utilised different aspects of political marketing with varied effects, showing the importance and limitations of global strategies, as well as the need for parties to utilise all aspects of political marketing for government and re-election.  相似文献

This paper examines a group of Aboriginal bark-paintings featuring Macassan prau s that were collected in 1948 during the American-Australian Scientific Expedition to Arnhem Land. These paintings were studied in an effort to understand issues related to Aboriginal and Macassan cross-cultural interaction, stylistic adaptation and change, and maritime technologies. Furthermore it is one example in which the collaborative efforts of maritime and Indigenous archaeologies can achieve a more holistic technological and stylistic cross-analysis of watercraft imagery.
