Beyond cooperation: towards an Oceanic community

Oceania, through the Pacific Islands Forum, is re-examining its processes and institutions in an attempt to become more effective as a region. Pacific leaders have adopted a ‘Pacific Plan’ that is designed to detail how the region will improve its governance, develop economically, ensure democratic values and deepen its commitment to human rights. The Plan argues that more and deeper cooperation is necessary to achieve these outcomes. But the region's states already cooperate closely in many spheres and there is no evidence that more cooperation will achieve anything but more cooperation. What is needed is the development of an explicit regional community within which the members (both states and citizens) can achieve their full potential unconstrained by the many structural and cultural barriers that exist with even the closest cooperative arrangements.     

EVIDENCE OF POLITICAL YARDSTICK COMPETITION IN FRANCE USING A TWO‐REGIME SPATIAL DURBIN MODEL WITH FIXED EFFECTS*

ABSTRACT This research proposes a two‐regime spatial Durbin model with spatial and time‐period fixed effects to test for political yardstick competition and exclude any other explanation that might produce spatial interaction effects among the dependent variable, the independent variables, or the error term. The study also derives the maximum likelihood estimator and variance–covariance matrix of the parameters of this model. Data pertaining to welfare spending by 93 departments in France during 1992–2000 provide significant empirical evidence in support of political yardstick competition. Departments governed by a small political majority mimic neighboring expenditures on welfare to a greater extent than do departments governed by a large political majority.     

An improved PCR method for endogenous DNA retrieval in contaminated Neandertal samples based on the use of blocking primers

Neandertal skeletal remains are usually contaminated with modern human DNA derived from handling and washing of the specimens during excavation. Despite the fact that the distinct Neandertal haplotypes allow the design of specific primer pairs, for instance in most of the mitochondrial DNA (mtDNA) hypervariable region 1 (HVR1), the human contaminants can often outnumber the endogenous DNA, thus preventing a successful retrieval of Neandertal sequences. We have developed a novel PCR method, based on the use of blocking primers that preferentially bind to modern human contaminant DNA and block their amplification, and greatly improve the efficiency of Neandertal DNA retrieval. We tested the method in four El Sidrón Neandertal samples (two teeth and two bone fragments) with different contamination levels and taphonomic conditions, and we have been able to significantly increase the Neandertal yield from figures around 25.23% (5–69.6%) up to 90.18% (75.3–100%).     

Recovering traditions in the digital era: the use of blimps for modelling the archaeological cultural heritage

Driven by progress in sensor technology, algorithms and data processing capabilities, the recording and 3D virtual modelling of complex archaeological sites is currently receiving much attention. Nevertheless, the problem remains the huge effort and costs that have to be invested to obtain realistic models. Besides on-site measurements, much time is often spent in manually rebuilding the whole site with a CAD package or a 3D-modelling tool.     

Integrated near-surface geophysical survey of the Cathedral of Mallorca

This paper describes an integrated near-surface geophysical study carried out in order to obtain high-resolution images of the shallow subsurface under and around the Cathedral of Mallorca. The study was a part of a global project focused on determining the state of the building structure and on evaluating the Cathedral's dynamical behaviour (natural frequencies and vibration modes). Ground-penetrating radar (GPR) and the capacitively coupled resistivity method were used to obtain 2D images of the shallow subsurface. Refraction microtremor array measurements (ReMi) were also used to characterize the rock and soil properties and several invasive boreholes provided detailed and exact information on the stratigraphy. The information from the geophysical data was used to determine a final model of the ground, with indications of the most likely vulnerable zones.     

Harvesting the Seashores in the Late Mesolithic of Northwestern Europe: A View From Brittany

The shell middens of Brittany provide the last evidence of a Mesolithic way of life along the French Atlantic façade. This is partly a result of Holocene marine transgressions that prevent easy access to earlier coastal settlements. Nevertheless, the dependence on the sea seen in the Late Mesolithic seems to be a consequence of a long-established exploitation system. Stable carbon and nitrogen isotope signatures in human bone reflect a dominance of marine protein, while the zooarchaeological components of shell middens show a high species richness of exploited marine resources. Paleoenvironmental reconstruction suggests that more or less the whole range of resources exploited was accessible in the immediate vicinity of the sites. Seasonal aspects of the utilised and potentially available subsistence resources, along with stable isotope and lithic data, raise the possibility of restricted mobility for these populations, within relatively limited territories. The impression of extreme dependence of these coastal populations on the seashore might have been a key factor in their final disappearance, whether this is viewed as replacement or acculturation. Indeed, the Mesolithic communities of Brittany could have been caught between rising sea-levels and the arrival of Neolithic communities from the east and the south.
