Research on delegation stresses that chief executives are “privileged actors” well positioned to influence bureaucratic policy decisions. Therefore, legislative coalitions provide less authority to agencies when they disagree with executives about what policy should look like. Otherwise, executives would take advantage of voluminous agency discretion to direct bureaucrats to make decisions inconsistent with legislative coalitions’ policy goals. I stress that, in the U.S. lawmaking system, congressional committees are also privileged actors. As such—as with the president—those who experience policy disagreement with committees should wish to limit bureaucratic discretion. In addition, I examine individual lawmakers’ preferences for bureaucratic discretion to evaluate this perspective on agency design. As policy disagreement increases between senators and the Senate committee that oversees the agency/agencies receiving authority, senators prefer to limit the volume of discretion agencies receive.  相似文献

Zooarchaeological analyses often rely on bone fragmentation, cut marks, and other taphonomic indicators to bolster interpretations of resource intensification that are based on observed changes in prey types and frequencies. While these taphonomic indicators are assumed to be good proxy measures of processing effort, this assumption is based on inadequate actualistic data and analysts often conflate one or more taphonomic indicators as manifestations of the same process. In this paper, we present zooarchaeological data from two villages occupied by Central African forest foragers with very different foraging efficiencies. These data provide the first case where known disparities in diet breadth and foraging efficiency are matched with prey assemblages and taphonomic attributes. Observational and quantitative data show differences between the villages in diet breadth and access to high-ranked prey, but specific taphonomic indicators such as cut mark distribution and intensity do not match predictions generated from models of resource intensification. We propose that linking different taphonomic processes to resource scarcity and intensification can provide powerful adjunctive information. However, because different processing outcomes may be associated with different kinds of resource intensification in response to different kinds of scarcity, we need to strengthen the validity of purported taphonomic indicators with more rigorous independent studies.  相似文献

Cultural planning is often explained as a strategic approach to urban cultural development; an approach that involves the ‘mapping’ and leveraging of a wide range of ‘cultural resources’ (arts, culture, and heritage). However, it is increasingly being questioned whether cultural planning is anything more than a fairly traditional arts policy with a different name. In particular, it has been observed in Australia that cultural plans usually fail to address more than arts sector concerns. The objective of this paper is to investigate whether this assessment applies to cultural planning practice in Ontario, the province at the forefront of the current ‘municipal cultural planning’ push in Canada. An examination of all cultural plans in Ontario’s mid‐size cities and interviews conducted with municipal staff members overseeing these initiatives shows that whereas several municipalities do follow an arts‐driven policy agenda, this is not the case with most mid‐size cities in the province.  相似文献

ABSTRACT

The 2010–2011 Canterbury earthquake sequence provided extensive evidence of the significant seismic vulnerability of New Zealand unreinforced masonry (URM) churches. Given the high seismicity of the country, the exposure of human lives and the societal significance of ecclesiastic buildings, for both historical and religious reasons, the reduction in seismic vulnerability of this building type is of primary importance. By analyzing the seismic performance of a sample of 80 affected buildings, regression models correlating mean damage levels against ground-motion parameters were developed for observed collapse mechanisms, accounting for vulnerability modifiers whose influence was estimated via statistical procedures. Considering the homogeneity of New Zealand URM churches, the vulnerability models developed for the Canterbury region were extended to the whole country inventory, and a synthetic index was proposed to summarise damage related to several mechanisms. Territorial scale assessment of the seismic vulnerability of churches can assist emergency management efforts and facilitate the identification of priorities for more in-depth analysis of individual buildings. After proper calibration, the proposed approach can be applied to other countries with similar building heritage.  相似文献

Low-altitude photography in archaeology is now common practice at the scale of excavations; however, landscape-scale applications are a relatively new endeavor with promising analytical potential. From 2014–2016, an unmanned aerial vehicle (UAV) with a mounted camera was used to document sites recorded as part of the Eastern ?abur Archaeological Survey (E?AS), an archaeological reconnaissance project in western Dohuk Province, Iraqi Kurdistan. The E?AS team documented over 70 archaeological sites with the UAV, from single-phase artifact scatters, to archaeological remains with standing architecture, to tells that cover more than 30 hectares. Representative examples from this survey are presented here to outline the project workflow and primary output data layers, including digital orthomosaics and digital elevation models. The quality and utility of results are then assessed in relationship to available satellite-based data. Methods for analysis and interpretation are then considered to demonstrate applications in landscape archaeology. We analyzed two mid-Holocene (∼5000 years before present) individuals from North America that belong to mitochondrial DNA (mtDNA) haplogroup M, a common type found in East Asia, but one that has never before been reported in ancient or living indigenous populations in the Americas. This study provides evidence that the founding migrants of the Americas exhibited greater genetic diversity than previously recognized, prompting us to reconsider the widely accepted five-founder model that posits that the Americas were colonized by only five founding mtDNA lineages. Additional genetic studies of prehistoric remains in the Americas are likely to reveal important insights into the early population history of Native Americans. However, the usefulness of this information will be tempered by the ability of researchers to distinguish novel founding lineages from contamination and, as such, we recommend strategies to successfully accomplish this goal.  相似文献
