This paper explores the effectiveness of policies ‘in’ attracting the foreign research and development (R&D) of multinational enterprises (MNEs) to specific countries in Europe. We develop a macroeconomic investigation covering 29 European countries during the period between 1990 and 2012 in order to address: (a) whether the provision of direct financial support for business R&D is effective for the attraction of foreign R&D; (b) whether direct support is more effective than indirect support for this purpose and (c) whether the link between direct financial support for business R&D and the foreign R&D of MNEs is conditioned by the context within which the support is provided. The results of the analysis show that, first, the provision of direct financial support is generally effective for the attraction of foreign R&D by MNEs. Second, direct support for business R&D is more effective for this purpose than indirect support. Third, the provision of direct financial support for business R&D yields greater returns in contexts that are more socio-economically suitable for knowledge-intensive, innovative activity. 相似文献
Gender differences in mobility patterns between women and men have long been acknowledged. This study analyses how these differences are reproduced in different urban and rural contexts. Using mobility data from a large travel survey taken in 2006 in Spain, we examine the differences between gender mobility through age, modal split and trip purposes. Special attention is paid to how territory shapes mobility and how these territorial settings differently affect gendered mobilities. The use of this data source allows the comparison of all trips made by the total population, including all means of transport. By taking a global view on mobility, the uneven relationships that men and women have with different means of transport become more visible. After disaggregating data by age and territorial settings, results show that women are using sustainable transport modes more often than men, and travelling for more diverse reasons. Gender is thus a fundamental variable in understanding modal split and, by extension, transport sustainability, in terms of energy consumption and the emission of greenhouse gases. From this point of view, we consider women's mobility knowledge and practices – typically related to the most sustainable means of transport – as factors with rising value that could effectively guide public policy in its way to promote more sustainable mobility patterns. 相似文献
In spite of recent advancements regarding regional innovation policy rationales and evidence, there are few analyses about the actual features of existing regional innovation policies. Nevertheless, a policy analysis perspective is important in order to recognize their distinctive patterns across regions, and to understand how rationales and evidence can be translated into policy-making. To this purpose, this paper develops a framework to study the extent to which regional innovation policies have changed during the past few years. Since the mid-2000s, there has been an important development of innovation policy rationales, advocating for more specialization; likewise, greater data availability at the regional level has allowed more sophisticated assessment of innovation performance. Finally, the crisis since 2008 has had ravaging effects in some regions, with job losses and severe economic sluggishness. Therefore, it is reasonable to expect transforming dynamics in regional innovation policies. Against this backdrop, the paper compares the institutional frameworks and budgetary priorities of four Spanish regions during the period 2001–2014: Catalonia, the Basque Country, Galicia and Andalusia. A new approach is developed for vulnerability analysis of monuments based on a matrix model and the relationships with static and structural factors, climatic conditions, air quality, urban planning and social agents for preventive conservation of cultural heritage in urban centers.
The objective is to provide tools for decision-makers in the current recession to allow them to prioritize strategies for cultural heritage preservation in a town, where territorial policies are applied and regions where restoration budget is distributed. This new tool allows to classify monuments in order to prioritize restoration and is useful in deeper analysis associated to risks assessment.
The degradation of building materials and structures is mainly due to deterioration caused by structural instability, weathering, pollution, and anthropogenic damage. The vulnerability approach of each monument (vulnerability indexes) was calculated, based on a Leopold matrix that depends on intrinsic variables and the life of the monuments. For the very first time, the influence of different deterioration agents has been balanced with a Delphi forecast based on architects’ opinions.
The result is a new pre-Artificial Intelligence tool that enables users to reproduce human reasoning to study relations between vulnerability factors, risk factors, and the historical parameters of the monuments. 相似文献
The fundamental frequency of a structure enables better assessment of its seismic demand for an efficient design and planning of its maintenance and retrofit strategy. The frequency is independent of the type of external loads, however, depends on structural stiffness, mass, damping and boundary conditions. In the case of slender masonry structures such as towers, minarets chimneys, and pagoda temples, it is influenced by mass and stiffness distribution, connection to adjacent structures, material properties, aspect ratio and slenderness ratio. In this present article, the data collected from various literature reviews on the slender masonry structures regarding dynamic, geometrical, and mechanical characteristics have been correlated to identify the major parameters influencing the fundamental frequency of such structures. The database has been used for developing an empirical formulation for predicting the fundamental frequency of such structures. The comparison between the experimental fundamental frequencies and the estimated fundamental frequencies are carried out in order to define reliability and accuracy of these empirical formulae. 相似文献
The past few decades have witnessed great change in the study of the early Middle Ages in the Northern Iberian Peninsula. Spanish and Portuguese historiographies have moved away from older grand narratives such as ‘Reconquest and Repopulation’, which traced a centuries-long process encompassing the ultimate victory of Christianity over Islam and the construction of distinct nations or national societies. The basic tenets of these and other essentialist approaches to a period traditionally seen as the cradle of Spain and Portugal have been questioned and now superseded by a clearer awareness of the territorial diversity characterising the 8th to 11th centuries. Yet the ballast of both nationalism and regionalism has obstructed meaningful comparison amongst the Iberian regions to date. Drawing on the work of the research group EarlyMedIberia, this article argues for a new trans-regional approach to Northern Iberia, looking beyond political and geographical boundaries to consider the whole in a comparative light, and stressing the commonalities between regional and local societies. It does so by providing an overview of the extant charter material from before 1100 (indicating the principal editions) and by reviewing the major historiography. The conclusion proposes a closer assessment of the differences and similarities amongst regional historiographies, based on a more nuanced understanding of how they have been moulded by the specificities of the charter corpus in each region, as the first step towards a more integrated, contextualised, and rigorously comparative approach to the early Middle Ages in Northern Iberia. 相似文献
