The medieval county of Flanders experienced an extraordinary number of rebellions and revolts, opposing the count, the patricians and the urban middle classes, in various combinations. If the fluctuating balance of power inclined too sharply to one group, or if specific demands of privileged citizens were not fulfilled because they lacked access to power, political challengers rebelled. Representative organs could solve socio-political and economic problems, but a rebellion usually ended in a struggle between social groups and networks within the towns and a war between rebel regimes and prince. These two struggles continuously intermingled and created a rebellious dynamic, ending in victory or defeat and in repression and, in turn, inspiring the next rebellion. This remarkable pattern of rebellion started in the phase of ‘communal emancipation’, in the twelfth century, a period in which the counts granted privileges to the Flemish towns, as social and political contradictions developed within the city. From the 1280s until the end of the fourteenth century, craft guilds constructed alliances with other challengers, such as noblemen, and fought for political representation and control over fiscal and economic policies. As state power became more and more important after the arrival of the centralising Burgundian dynasty in Flanders, this pattern changed significantly. The urban elites gradually sided with the dukes and urban rebellions became less successful. This did not mean, however, that the Flemish rebellious tradition was exhausted. The end of the fifteenth century and the sixteenth century would witness new challenges to princely power. In this article we will consider the role of alliances and leadership, ideology, mobilisation and rebellious ‘repertoires’ in medieval Flemish towns.  相似文献

Abstract. Despite their similar political agendas, sub‐state nationalist movements in the industrialised West align themselves on different positions along the left–right spectrum. Through an analysis of Belgian sub‐state nationalist movements, this article proposes an explanation for this phenomenon by focusing on critical junctures. In particular, the focus is on the difference between Walloon and Flemish nationalist labour movements. Walloon nationalism has historically been led by socialist trade unions, while Catholic trade unions form a core part of the Flemish nationalist movement. The article seeks to explain this pattern by analysing the critical political alliances formed during the introduction of universal suffrage. The elections of 1894 established socialists as the dominant force in Wallonia and Catholics as dominant in Flanders. The emerging pillarised social structure ensured the reinforcement of the initial choices.  相似文献

There has been increased attention to the importance of knowledge in economic success. The ability of a region to develop learning capabilities has been linked to knowledge-based success. However, conflicting perspectives exist about whether and how it is possible for policies and institutions in a lagging location to foster a learning region. This article examines this debate in the context of an effort to develop a second region of innovation (outside of Atlanta) in the US state of Georgia through a learning network called the Midsize Cities Technology Development Initiative. This initiative partnered four midsized cities in Georgia with four European midsized cities to stimulate benchmarking and learning. While traditional perspectives on economic development persist, some learning and reorientation of strategy was evident in the participating US cities. In stimulating these changes, significant roles were played by outsiders in brokering interaction and imparting fresh ideas, in strengthening ties to research and innovation capabilities in the core Atlanta metropolis, and in building new local institutions. A major new state-sponsored programme (the Centers of Innovation) with local presence in each of the four cities resulted from the effort. Still, it remains to be seen how learning will continue and whether a fully fledged second region of innovation will emerge in Georgia.  相似文献

This article is about public toilets for women. Drawing on data provided by the textual material posted in women's toilets in Victoria, Australia, it is argued that in western nations, toilets represent more than instrumental facilities for the disposal of waste products. Because they also serve as repositories of social anxieties about bodies, gender, cultural and religious differences and health/death, public toilets are sites used to order the disorder of women's bodies and activities. Cultural intolerances have problematised differences in ablution practices and ‘correct’ toilet behaviours are frequently prescribed. As unique examples in the west of cultural and gendered practice, women's toilets offer rich material on the discipline and meaning of gendered space in a range of different environmental settings.  相似文献
