Democratic Civility and the Dangers of Niceness

Contemporary debates about the virtue of civility oscillate between anxious calls for more of it in contemporary politics, as a panacea for all manner of religious-political conflict, and wholesale debunkings of civility talk, as an ideological fog intended to induce conformity to the terms of unjust social arrangements. I argue that this oscillation should come as no surprise, given the term's fraught theological and political associations in the history of modern ethical thought. This history left civility with an ambivalent legacy, one associated with democratic respect on the one hand, and hypocrisy and deception, on the other. Through a reading of Martin Luther King Jr.’s “Letter from Birmingham Jail,” I try to rescue civility from this oscillation, by explicating it as an ancillary virtue: the part of justice that disposes citizens to confront unjust relationships in ways that leave open the possibility of relational repair. When explicated with due care and set in an interactive context of other virtues – including courage, prudence and toleration – civility can be distinguished from its semblance, niceness. This distinction helps us understand civility, properly understood, as neither a cure-all for democratic conflict nor an ideological device of conflict suppression, but rather as an ancillary, but important, excellence of character helping to sustain democratic relationships of mutual recognition.     

Coastal Feasts: A Pleistocene Antiquity for Resource Abundance in the Maritime Deserts of North West Australia?

ABSTRACT

Located on the edge of Australia's North West continental shelf, Barrow Island is uniquely located to address a number of research questions, such as the antiquity and changing nature of Indigenous occupation, including shifting uses of regional economic resources in response to post-glacial sea-level rise. These questions are addressed from a range of archaeological, zooarchaeological, and geoarchaeological disciplines. Although only preliminary, results to date indicate the presence of marine resources dating to before sea-level stabilization (～ 7.5 ka) that contain both dietary and utilitarian species, including high-ranked species such as sea turtle. The marine assemblages reflect a variety of habitats and substrates with a 17,000-year record for the presence of a former tidal marsh or estuary. We also note recently obtained ¹⁴C and OSL dates that extend the dietary marine faunas and initial occupation to well before 41 ka. This demonstrates that consumption of coastal resources began prior to the Holocene, when we begin to observe more widespread evidence of marine resource exploitation in the broader Canarvon Bioregion of northwest Australia. This evidence supports arguments for further research to directly test both the productivity of, and human reliance on, marine habitats from initial occupation.     

Geographic accessibility to primary care providers: Comparing rural and urban areas in Southwestern Ontario

This research examines geographical accessibility to primary care providers (PCPs) across urban and rural areas of Southwestern Ontario and examines variations in the distribution of PCPs in relation to the senior population (aged 65 years and older). Information about PCP practices was provided by the HealthForceOntario Marketing and Recruitment Agency. Population data were obtained from the 2016 Census of Canada. To calculate scores for accessibility to PCPs (i.e., PCPs/10,000 population), we applied the enhanced 2-step floating catchment area method with distance decay effect within a global service catchment of 30-minute drive time. A geospatial mapping approach revealed disparities in the distribution of PCPs with a pattern of higher spatial accessibility in or around major urban areas in Southwestern Ontario. Comparative analyses were performed in association with the seniors’ population to identify how accessibility scores were mismatched with the population needs. The outcome of this study will assist researchers and health service planners to better understand the distribution of existing PCPs to address inequalities, particularly in rural areas.     

Audit Bodies: Embodied Participation,Disability Universalism,and Accessibility in India

Abstract: In this article we think critically about the role of the “access audit” in creating new forms of embodied participation, experiential and technical expertise, and imaginaries of what the modern Indian city should be. We analyze how disability activists make claims about the relationship between subjective bodily experiences and bodies of objective knowledge. We also explore the emergence of a professional access audit apparatus focused on technical standards. As neither volunteer nor professional access audits result in significant architectural or structural changes, we are interested in what other effects and affects these audits produce and what discursive authority claims of inaccessibility have. This article analyzes the practice of conducting “access audits” by lay and professional disability rights activists and organizations in urban India. We argue that access audits are overly focused and that they have limited impact. In overly focusing on physical and technical access, auditors miss the importance of programmatic and policy interventions as well as the need for a more collective contentious politics. Our research illustrates that the contested field of access auditing appears to prevent a unified disability coalition from forming. In addition, it is important for auditors to think critically about the concept of “access” and ask what social, economic, and political processes are embedded within the concept.
