Being observant and observed: embodied citizenship training in the Home Guard and the Boy Scout Movement, 1907–1945

Building upon recent studies by geographers and social scientists on the everyday practices of (scientific) observation, this paper focuses on the role of two distinct, yet similar organisations that held observation as an essential and ‘automatic’ embodied skill. Utilising the examples of Home Guard camouflage and the Boy Scout Movement, the paper critically examines how these organisations sought to articulate the individual as both observer and observed, thereby exposing a much more complex entanglement of different visual positions and practices hitherto neglected in studies of observation. Moreover, the paper emphasises the importance of the act of ‘not-being-seen’ as a complementary and fundamental aspect of (non-)observational practice, accentuated and promoted by civic institutions in terms of duty and responsibility. Finally, the paper considers the evolutionary aspects of observation through the lifecourse, revealing a complex, relational geography of expertise, experience and skill that crossed age-distinctions.     

The place of drink: Temperance and the public, 1856–1914

Discussions of the place of drink in Britain between 1856 and 1914 were centrally concerned with alcohol as a public problem. Temperance organizations like the United Kingdom Alliance largely abandoned their attempts to reform individuals and instead demanded the prohibition of drink sales. This new concern for the public sphere of politics and public opinion was matched by a new sensitivity to the social contexts of drinking, the role of the drink trade and rituals of conviviality. Temperance documents thus allow us to glimpse two new senses of the public: a wider public sphere, in which the Alliance sought to organize public opinion through lectures, the press and the preparation of moral statistics; and a space of social interaction governed by rational behaviour and ideals of citizenship. It is also possible to construct a contrasting, 'customary', sense of public space based upon drink as a form of gift exchange which symbolized strong bonds of reciprocity. In striving to replace these ties with more abstract and political senses of citizenship and democratic rights, temperance workers played a part in the remaking of understandings of public space as a mirror image of the public sphere.

The Death of Frank Wilson: Race,Crime, and Punishment in Post-Civil War Pennsylvania

In 1877, Frank Wilson, an African American man, was executed for murdering a white tramp in Harrisburg, Pennsylvania. This article examines the trial, punishment, and press reporting of the case in the evolving context of race and criminal justice in post-Civil War Pennsylvania. It presents three main findings. First, it documents evidence of racial discrimination and wildly disproportionate rates of African American arrest and imprisonment in Harrisburg and surrounding counties comparable to earlier research focused on the largest northern cities. Second, it shows that views on law enforcement were diverse within both white and black communities and shaped by the exigencies of local and national party politics. Third, it makes the case that African American experiences of law enforcement in northern states are better understood as part of a national criminal justice culture than in distinctively regional terms.     

Core and Periphery in the Evolving Russian Economy: Integration or Isolation of the Far East?

An American social scientist explores the relations between core and periphery in the post-Soviet economy, using the Russian Far East as a case study. His analysis draws on Western and Russian conceptual literature on economic peripheries, as well as on the Russian periodical press and recent interviews with officials in the Far East (conducted during research in Primorskiy Kray in January-February 1996). A concluding section outlines policy options for regional development, either in concert with Moscow or through an independent course of action. 52 references.
