The US. and France have adopted contrasting models of motor fuel tax and highway finance policy. Fuel tax revenues are dedicated to state and federal highway funds in America, keeping taxes quite low, but preventing them from contributing to the general treasury. French motor fuel taxes are higher and make up nearly 11 percent of the central government's general revenues, excluding social security contributions. French highway finance relies heavily on tolls. Pressure from the US. federal deficit has reduced the highway trust fund's ability to protect highway spending from budgetary competition. Political and procedural changes in Congress make it likely that the U.S.will move away from exclusive dedication of motor fuel taxes.  相似文献

Several samples of pyramids from Giza were obtained. The samples were analysed by scanning electron microscopy, electron diffraction by X-rays, powder X-ray diffraction, inductively coupled plasmography, Fourier-transform infrared spectroscopy and other techniques. Some scientists who have recently studied the pyramids have suggested that the pyramids were poured into place, stone by stone. The prevailing theory among Egyptologists is, of course, that the pyramids were built from blocks of natural stone. All of the results obtained during this study directly support the concept that the pyramids are made of limestone and are not cementitious in nature.  相似文献

By the fifteenth century the seigneurial exercise of high justice had become less common because of the growth of royal jurisdiction. The ancient and wealthy Benedictine nunnery of Montivilliers retained the right to high justice only during the octave of the Holy Cross. In 1493 Sandrin Bourel, a young man who had twice before been imprisoned for theft, was apprehended in the act of stealing from a bourgeois of Montivilliers. As the crime occurred during the octave of the Holy Cross the abbey claimed jurisdiction. A special tribunal was created to prosecute him. After having been tortured, Bourel was found guilty and hanged. The documents generated by this event provide the basis for a case study of the application of criminal procedure at the close of the middle ages. The condemned man's confession, rich in biographical detail, gives us a profile of a petty thief and vagabond on the margin of society. The financial account of the abbey's receiver-general documents in detail the total cost of the prosecution of a single medieval criminal.  相似文献

This paper explores the historical interplay of Appalachia and America over the past hundred years. The focus is on questions of culture and ideology, policy and values as these have been constituted in the development of our “corporate state” and its penetration and integration of the region. A careful examination of Henry Shapiro's Appalachia on our Mind brings to the surface many of the assumptions and values generally underlying the social and public policies binding the nation and the region. Ideological aspects in the genesis of the region as a social problem receive considerable attention. It becomes apparent that understanding Appalachia hinges on critical, historical perspectives on modern America: the liberal tradition, the technological world-view, and the politicized economy of the corporate state. The notion that “time stood still” in Appalachia (the static image) has developed in ways that deflect or obscure comprehension of the region's particular form of modernization.  相似文献
