Alcheringa 38 ISSN 0311-5518.A revision of the late Palaeozoic South American pectinid Heteropecten multiscalptus (Thomas) and the establishment of Heteropecten paranaensis sp. nov. have important implications for the relationship between faunal realms within South America. Late Palaeozoic bivalve faunas occur in three distinct realms in South America: a Central Gondwanic Realm with endemic taxa showing affinities to Australia, New Zealand, South Africa and Namibia, a cold Perigondwanic Realm, and a warm Extragondwanic Realm with tethyan-like affinities similar to faunas of the American Midcontinent. In South America, faunas east of the southern Andes belong to the first two realms and previous interpretations of bivalve faunas suggested biocorrelations with those of the Extragondwanic Realm because they shared the taxon Heteropecten multiscalptus (Thomas). A revision of the Peruvian and Brazilian material does not confirm this. Instead, a re-analysis suggests that two species are present, rather than one: Heteropecten multiscalptus in the Cerro Prieto Formation, Amotape Mountains (Peru; Extragondwanic Realm), and Heteropecten paranaensis sp. nov. in the upper part of the Itararé Group, Paraná Basin (Brazil; Central Gondwanic Realm). Thus, the correlation between the late Palaeozoic faunas of the Central Gondwanic and Extragondwanic Realms in South America can no longer be supported. Heteropecten paranaensis sp. nov. lived in a siliciclastic-dominated, cold, epeiric sea of Brazil and Argentina, and is morphologically similar to some Australian species, whereas the Peruvian H. multiscalptus thrived in the warm seas of the Extragondwanic Realm.Jacqueline P. Recent years have witnessed a proliferation of state government policies addressing immigration‐related issues. This article addresses an example of state policy regarding immigration: since 2001, 11 state legislatures have granted undocumented high school graduates in‐state tuition status should they wish to attend public post‐secondary schools, while 18 others have considered, and rejected, the same policy. We argue that these outcomes are largely explicable by the manner in which the policy is presented and debated within state legislatures, especially the terms in which policy targets are socially constructed and state jurisdictional authority is framed. We apply this framework to two states (Kansas and Arkansas) that, in spite of demographic institutional similarities, reached different outcomes on in‐state tuition bills. The different outcomes can be traced to the manner in which policy deliberations in Kansas focused on positive evaluations of undocumented high school students, portraying them as “proto‐citizens,” while in Arkansas debate became centered on the state's jurisdictional authority to enact such a policy, an issue frame that effectively killed the legislation. This article suggests the importance of both social constructions and issue framing when state legislatures become the lead actors in crafting immigration policies. 相似文献

The focus of this contribution is the Hong Kong Special Administrative Region (HKSAR) of China, and more particularly the processes of environmental reform in the region. The authors discuss developments in environmental policy over the past three decades and explore the utility of Ecological Modernization Theory as a basis for future environmental reform at the local level and as a mechanism for tackling broader regional environmental concerns. The contribution also explores linkages between technology policy and the environment in Hong Kong, arguing that while the SAR possesses certain competitive advantages, greater attention must be given to fostering and facilitating technological innovation in the environmental sector. 相似文献

This article explores the impact of globalization in the context of human rights enforcement within the European Union. It argues that despite the growing impact of transnational forces and supranational institutions, national mechanisms are still crucial in enforcing international obligations, so that states remain critical players rather than diminishing entities. The article considers the development of human rights as a fundamental norm within the European Union, and explores the relevance of this norm for third country (i.e. non-European) nationals. It argues that restrictionist policies designed to curtail immigration and exclude asylum seekers override international human rights obligations voluntarily entered into by the European member states. Even the concept of European Union citizenship, designed in part to address the rights deficit within Europe, has not so far created a base of fundamental rights capable of trumping state interests, but rather functions primarily as an exclusionary concept directed against non-Europeans. 相似文献

Part of a broader project that studies the exchange of medical knowledge across boundaries of language and ethnicity in the colony of New Spain, this article uses records from the Mexican tribunal of the Holy Office of the Inquisition to examine women healers’ participation in the exchange of healing materials and treatments and women’s networks as loci of knowledge and healing exchanges. The article finds that women in early-colonial New Spain (1530–1650) participated in complex multi-ethnic and multi-class networks, sharing healing recipes and remedies, transmitting and hybridising medical traditions and medicines and helping forge a diverse healing culture. 相似文献
