Reregulating for Freshwater Enclosure: A State of Exception in Canterbury,Aotearoa New Zealand

In this paper, we argue that democracy is increasingly indistinguishable from authoritarianism, in a process that is entangled with neoliberalisms. To build this argument, we examine a case study of central government intervention in regional environmental decision making in Aotearoa New Zealand through the lens of Agamben's “state of exception”. The intervention—unprecedented and unconstitutional—squeezed democratic spaces for decision making about freshwater and sought to smooth the way for capital accumulation. The audacity of government actions indicate, we argue, an abandonment of efforts to disguise neoliberal encroachments on democracy, known as the double truth tactic. Yet we also argue that in identifying this as a state of exception, we can examine it as part of a process and therefore demonstrate the possibilities for counter‐hegemonic actions to emerge.     

Quantitative analysis of two low-cost aerial photography platforms: A case study of the site of Zagora,Andros, Greece

Aerial photography provides a valuable recording method for archaeological sites and is often underutilized. In the past, aerial photographic platforms were expensive and often required highly specialized equipment. However, with new technology a variety of different platforms are now available. This paper will analyze two low cost aerial photographic platforms used at the Australian Archaeological Institute at Athens/University of Sydney's project at Zagora, on the island of Andros, Greece. Over two years, both kites and drones were used with relative success. Through a review of the application of both systems on the project, along with a quantitative analysis of the cost, transportability, operation and quality of photographs, the strengths and weaknesses of both platforms will be discussed.     

Assessing the Scale and Pace of Large Shell-Bearing Site Occupation in the Prince Rupert Harbour Area,British Columbia

Methodological advancements in geoarchaeology and spatial and chronological modeling are opening new avenues to interpreting large coastal shell-bearing sites. We document the developmental histories of two such sites around Prince Rupert Harbour, Canada, using systematic percussion coring, intensive radiocarbon dating, and 3D surface mapping with Total Station and LiDAR. We also re-analyze a third site (Boardwalk/GbTo-31) excavated and radiocarbon dated in the 1960s, 1970s, and early 2000s using archival field notes, site maps, and stratigraphic profiles georectified using LiDAR. We map the natural landform beneath the sites and document the degree to which people physically modified landforms through the deposition of massive shell accumulations. We model site development through time and space and use accumulation rates and OxCal modeling to test for intentional deposition events. All three sites demonstrate complex and heterogeneous occupation histories. At each we identify instances of very rapid deposition that effectively terraced and extended parts of the natural landform to create places for constructing houses, though these episodes take place within longer histories of slower quotidian deposition. The anthropogenic modifications to the coastline in this area are the result of these mixed processes associated with long histories of occupation.     

The Model Arctic Council: Simulated Negotiations as Pedagogy and Embodied Diplomacy

This article draws on the perspectives of students and organizers involved in recent iterations of the Model Arctic Council (MAC), an experiential learning simulation designed to expand students’ knowledge and understanding of the Arctic and its governance. While much of the discourse related to simulations such as the MAC emphasizes its pedagogical and networking benefits, this article leverages participant-based ethnography to argue that the MAC also affects multi-track diplomatic outcomes in addition to serving as a site for diplomatic engagement. Applying an interpretive approach driven by the onset of practice-tracing in international relations, we demonstrate that the MAC both produces and constitutes diplomacy. Such a reimagination elevates the diplomacy of non-state actors and exposes false binaries between state diplomacy and non-state diplomacy.     

‘Mucho malo for fascisti’: Languages and Transnational Soldiers in the Spanish Civil War

This article explores the linguistic experiences of transnational soldiers, using the Spanish Civil War as a case study. It argues that communication difficulties provoked by linguistic diversity within the Republican war effort and particularly within the International Brigades, caused the high command to move from a utopian, internationalist policy to a more pragmatic approach. The article evaluates the role played by language intermediaries in this evolving policy and in the wider Republican war effort. Finally, it argues that soldiers grassroots experiences of language contact forged new linguistic forms which underlined a strong sense of shared purpose and identity.     

Mortuary Practices,Cultural Context,Bayesian Chronology,and Maize Consumption among Terminal Late Woodland Societies in Northeastern Illinois

In 1940, Gretchen Cutter and a WPA crew conducted excavations in the Mound Wi^o5 at the Fisher site in Will County, Illinois. We examined those materials as part of our reanalysis of the Fisher site excavations by George Langford and the University of Chicago. The mound’s material culture correlates with the Des Plaines phase but contains strong connections to the east, especially with Albee phase mortuary practices. Calibrated ¹⁴C dates and Bayesian modeling place the Des Plaines phase as contemporary with the Mound Wi^o5 mortuary’s primary use during the ninth to eleventh centuries. There is isotopic evidence of a mixed C₃/C₄ diet with some maize consumption. Mound Wi^o5 represents the only Terminal Late Woodland collective mortuary facility currently known in northeastern Illinois. The identification of such multigenerational communal Terminal Late Woodland mortuary practices lends support to the contention that they provided the cultural base for the emergence of the distinctive Langford Tradition accretional mortuary mounds.     

The Impact of Forum Interdependence and Network Structure on Actor Performance in Complex Governance Systems

One of the main assumptions of the Ecology of Games Framework (EGF) is that governance processes are heavily affected by the interactions among policy actors that take place in multiple decision‐making forums, which often function interdependently. In this article, we use data collected in the Tampa Bay and California Delta water governance systems to examine how “biophysical interdependence”—the extent to which forums deal with interconnected policy problems—impacts the costs that actors face when they participate in forums, which in turn can affect their performance in them. Furthermore, we examine how the individual information exchange networks that actors have (i.e., their ego‐networks) can mediate the previous relationship. We find that actors with networks that have more closure are better able to mitigate the costs associated with participating in biophysically interdependent forums, thus leading to better in‐forum performance. Our findings shed new light on the relationship between structure and function in complex ecologies of games.
