There is a pressing need in the United States to develop effective programs that address youth unemployment and the transition from school to work. Based on work at 47 sites in 31 states, this paper reports on a policy evaluation strategy that heavily relied on qualitative research. On-site observers at each of these sites focused on key issues of program implementation, linkages to other agencies and organizations serving youth, and on the effectiveness of different program strategies for different target populations. The utility of qualitative analysis for in-depth assessments of these programs is stressed.  相似文献

This paper critically reviews the existing literature on multiple-trip journeys, and clarifies the need for an improved conceptualization and modeling strategy. It also suggests different ways that trip chaining can be treated and a theory constructed. Exploratory studies, from the 1960s and 1970s, are briefly surveyed (Section I). While they developed the existence and complexity of travel patterns, they lacked any comprehensive theoretical framework. However, they were useful in that they supported the conceptual framework of various kinds of stochastic processes used by transportation scientists to replicate trip-chaining behavior (Section II). Scientists subsequently improved their conceptualization of the issue by grounding individual behavior on the principle of utility maximization. In this latter area the economists have emphasized theoretical concerns while transportation researchers have emphasized operationality (Section III).  相似文献

ABSTRACT Empirical analysis has lagged behind the impressive additions to the theoretical literature on trade center systems during the past 15 years. This study of the trade center system in Saskatchewan is an attempt to begin to redress the imbalance and to test some of the recently formulated theoretical propositions. Communities are identified according to functional classifications for 1961 and 1981 with the aid of a cluster analysis program, and the validity of the groupings are verified using multiple discriminant analysis. Changes in the size, spacing, and function of clusters and individual communities during the 20-year interval are described and an effort is made to prdvide explanations for the changes observed.  相似文献
