A number of recent allegations of scientific misconduct in Germany have led to judicial proceedings. Two examples are analyzed in depth, showing evidence for mutual incompatibilities between the legal system and the scientific system. In particular, it seems doubtful whether basic rules of good scientific practice are adequately and consistently taken into account by the courts when assessing the burden of proof. Strengths and weaknesses of some alternatives to judicial proceedings in such cases are discussed.     

Voluntary Environmental Programs: A Canadian Perspective

In light of the increasing number of environmental problems necessitating government's attention and the limited scope and budget for addressing these issues, environmental protection has, and continues to evolve as more flexible approaches to regulation are being sought and embraced by governments throughout the world. Voluntary environmental programs (VEPs) are a pragmatic response by both governments and business to find a more flexible way to protect the environment. We discuss the theoretical motivations for firms to adopt VEPs in general and examine Canada's experience with three types of VEPs, public, negotiated, and unilateral agreements, to assess whether the motivating factors are present. We then argue that the institutional, political, and regulatory framework governing environmental policy in Canada does not provide the conditions necessary to effectively promote superior corporate environmental protection across jurisdictions. Despite the lack of government‐directed VEPs, there has been considerable interest by both the private sector and civil society who have taken the lead by developing unilateral agreements. Using existing literature and our current research, we examine the factors that motivate firms in Canada to participate in unilateral agreements and the characteristics of firms with the higher environmental performance and suggest some policy implications.     

Pliny the Elder and Sr–Nd isotopes: tracing the provenance of raw materials for Roman glass production

In Roman and Byzantine times, natron glass was traded throughout the known world in the form of chunks. Production centers of such raw glass, active from the 4th to 8th century AD, were identified in Egypt and Syro-Palestine. However, early Roman primary glass units remain unknown from excavation or scientific analysis. The ancient author Pliny described in 70 AD that besides Egyptian and Levantine resources, also raw materials from Italy and the Gallic and Spanish provinces were used in glass making. In this study, the primary provenance of 1st–3rd century AD natron vessel glass is investigated. The use of combined Sr and Nd isotopic analysis allows the distinguishing and characterizing of different sand raw materials used for primary glass production. The isotope data obtained from the glass samples are compared to the signatures of primary glass from known production centers in the eastern Mediterranean and a number of sand samples from the regions described by Pliny the Elder as possible sources of primary glass. Eastern Mediterranean primary glass has a Nile dominated Mediterranean Nd signature (higher than −6.0 ? Nd), while glass with a primary production location in the western Mediterranean or north-western Europe should have a different Nd signature (lower than −7.0 ? Nd). Most Roman glass has a homogeneous ⁸⁷Sr/⁸⁶Sr signature close to the modern sea water composition, likely caused by the (intentional) use of shell as glass raw material. In this way, strontium and neodymium isotopes now prove that Pliny's writings were correct: primary glass production was not exclusive to the Levant or Egypt in early Roman days, and factories of raw glass in the Western Roman Empire will have been at play.     

The rediscovery of ‘the national’ in the 1990s – contexts,new cultural forms and practices in reunified Germany

This article examines how and in which societal and political contexts nationhood is expressed and symbolised in reunified Germany. This ‘rediscovery’ of nationhood since the 1990s mixes new and old motifs of the cultural repertoire of ‘the national’ for different purposes. Three main contexts triggered a rediscovery of ‘the national’ after 1989: reunification, immigration and the retrenchment of the social state. I argue, by analysing ethnographic material and political discourses, that these contexts, on the one hand, rearticulate old forms of ethnic and cultural nationalism and, on the other hand, create new images and symbols of an open civic society and immigration country. There are ‘playful’ forms, such as campaigns of nation branding, that symbolically include the ‘productive’ and ‘useful’ immigrant into the national project. Moreover, such campaigns serve to legitimatise the downsizing of the national state that – according to a neoliberal attitude – relies on a new community spirit of entrepreneurial, ‘activated’ citizens who ‘help themselves’. Thus, focusing on these pluralised renationalisation processes makes evident how polyvalent ‘the national’ still is. It can be employed by those who attempt to ‘reunite’ the East and West Germans, by businesses to sell their goods and ideas and by almost any political orientation, be it right‐wing or left‐wing.

Discerning geological and geographical sources of Belgian Upper Paleolithic fluorites by rare earth elements and Sr-isotopic geochemistry

Fragments of fluorite (CaF₂) have been found at five Belgian Upper Paleolithic sites (Spy, Chaleux, Trou Magritte, Trou du Frontal and Verlaine caves), primarily of Magdalenian age. These sites are located in a large geographical area. The aim of this study is to isolate one or more primary sources where the mineral could have been quarried prehistorically, and hence try to deduce if time and effort were put into obtaining it, or if it was simply a useful nearby raw material. In order to achieve this objective, isotopic ⁸⁷Sr/⁸⁶Sr and REE ratios are used. A total of four archaeological samples from the Chaleux, Spy and Trou Magritte sites along with geological samples were analyzed (new results and data from the literature), obtained from two distinct stratigraphical units in Belgium: the Givetian limestones (mainly from the Calestian Band), and the Dinantian limestones.
