Better than Cash,but Beware the Costs: Electronic Payments Systems and Financial Inclusion in Developing Economies

This article considers current proposals for using electronic payments systems to promote financial inclusion — that is, to widen the availability of financial and monetary services in developing countries. While such systems can generate significant savings in the operation of monetary systems, payment services markets are typically uncompetitive and require regulatory and broader state interventions to ensure those savings are widely distributed. The use of those systems to broaden the reach of for‐profit lenders raises a number of concerns, as a growing literature has documented how microcredit initiatives in developing countries have resulted primarily in expansions in consumption credit to households, often under predatory terms. The authors advance two original arguments in this connection. First, the perverse results of many microcredit initiatives reflect the underdevelopment of the areas concerned: without broader development strategies, potentially transformative productive projects are rare and unprofitable to finance. In contrast, widespread unmet consumption needs ensure consumption credit offers lenders a profitable alternative business orientation. Second, and in light of this, electronic payments platforms can contribute to economic development by enabling the establishment of well‐regulated or public systems of electronic ‘narrow banks’ restricted from lending, but capable of widening access to affordable payments, savings and insurance services. 相似文献

This article evaluates the relevance of dependency theory for understanding contemporary development challenges, especially in the light of changes in the global economy over the past 50 years. In order to do so, the article rectifies previous misunderstandings of the scholarship and offers a new definition of dependency theory as a research programme, rather than a singular theory. Four core tenets of this research programme are identified: a global historical approach; theorizing of the polarizing tendencies of global capitalism; a focus on structures of production; and a focus on the specific constraints faced by peripheral economies. While each of these elements can be found in many contemporary theories, what makes dependency theory unique — and a particularly strong research programme — is the combination of these elements. The article demonstrates how this approach provides a deep and broad understanding that is necessary to appreciate the persistence of uneven development with reference to two case studies, namely successful industrialization in South Korea, and how the fragmentation of global value chains has impacted industrialization in Indonesia. Finally, the article argues that approaching these kinds of cases through a dependency research programme can contribute to a fruitful renewal of development studies. 相似文献

ABSTRACT This original study examines the potential of a spatiotemporal autoregressive Local (LSTAR) approach in modeling transaction prices for the housing market in inner Paris. We use a data set from the Paris Region notary office (Chambre des notaires d’Île‐de‐France) which consists of approximately 250,000 transactions units between the first quarter of 1990 and the end of 2005. We use the exact X–Y coordinates and transaction date to spatially and temporally sort each transaction. We first choose to use the STAR approach proposed by Pace et al., 1998 . This method incorporates a spatiotemporal filtering process into the conventional hedonic function and attempts to correct for spatial and temporal correlative effects. We find significant estimates of spatial dependence effects. Moreover, using an original methodology, we find evidence of a strong presence of both spatial and temporal heterogeneity in the model. It suggests that spatial and temporal drifts in households socio‐economic profiles and local housing market structure effects are certainly major determinants of the price level for the Paris Housing Market. 相似文献

ABSTRACTLocated on the edge of Australia's North West continental shelf, Barrow Island is uniquely located to address a number of research questions, such as the antiquity and changing nature of Indigenous occupation, including shifting uses of regional economic resources in response to post-glacial sea-level rise. These questions are addressed from a range of archaeological, zooarchaeological, and geoarchaeological disciplines. Although only preliminary, results to date indicate the presence of marine resources dating to before sea-level stabilization (~ 7.5 ka) that contain both dietary and utilitarian species, including high-ranked species such as sea turtle. The marine assemblages reflect a variety of habitats and substrates with a 17,000-year record for the presence of a former tidal marsh or estuary. We also note recently obtained 14C and OSL dates that extend the dietary marine faunas and initial occupation to well before 41 ka. This demonstrates that consumption of coastal resources began prior to the Holocene, when we begin to observe more widespread evidence of marine resource exploitation in the broader Canarvon Bioregion of northwest Australia. This evidence supports arguments for further research to directly test both the productivity of, and human reliance on, marine habitats from initial occupation. 相似文献

Arctic decision‐making processes are often praised for including Indigenous peoples. Yet, state practices of “inclusion” may also inadvertently delimit what can be meaningfully said from a stage already set for a highly specific role as “Arctic voices”. This paper draws on reflections offered by Norwegian and Icelandic state personnel on the meanings of Arctic statehood and identity, showing how often well‐meaning attempts to “include” may serve the includer more than the included—indeed, may serve to uphold the same power structures they seemingly seek to improve. In so doing, the paper contributes both to understandings of Arctic statecraft and to work seeking the “peopling” of geopolitical concepts such as the state. By focusing on the operation of dominant discourses, the paper argues that current prescribed performances of “inclusion” are not enough in a region marked by histories of dispossession, assimilation, and colonisation. 相似文献

We adopt a novel method to deal with omitted spatial heterogeneities in hedonic house price analysis. A Gaussian variant of the conditional autoregressive (CAR) model is used to study the impact of spatial effects. In a general linear modeling framework, we include zone‐specific random effects that are allowed to interact spatially with neighboring zones. The results demonstrate that this estimator accounts for missing spatial information, producing more reliable results on estimated spatially related coefficients. The CAR model is benchmarked against a fixed effects model. Socioeconomic neighborhood characteristics are found to have only modest impact on spatial variation in housing prices. 相似文献

Abstract The basic meaning of the word is “three”, “third”. Besides this, the word also possesses two specialized meanings, namely “chariot soldier” and “officer of high rank”. The evident discrepancy between these two meanings has occasioned considerable interest among scholars (e.g, Thenius, Elliger, Hertzberg, Margalith, Mastin, Na'aman, Schley). In the contribution at hand it has been shown that the was a trained soldier who did not belong to the standard crew of a war chariot However, it was possible to assign him temporarily to the chariots in order to raise their effectiveness. The warriors in question could also be transported in chariots as third men, in addition to the standard crew of two. It is from this practice that the term “third man”, originated. It was also from this military élite that the king picked his chiefs and adjutants. Gradually the word came to mean not only a specially trained soldier, but also the king's adjutant. The meaning “shield bearer”, which has often been suggested for has nothing to support it. 相似文献
