Village and community in early colonial New England

The long-standing correlation between community function and nucleated settlement form in early colonial New England is mistaken. Puritan communities were established, but new communities—often called villages in colonial records—were developed and survived quite well regardless of settlement form. As in England at the time, village meant community and community was a social web. Village status in New England provided a community with land and thus enabled the community to undertake settlement. But the social web that comprised community did not require nucleated settlement, and the dispersed settlement form that many colonists had known in England dominated the village landscape of early colonial New England.     

Antebellum Harvard students and the recreational exploration of the New England landscape

This paper examines a nineteenth-century geographic activity, the recreational exploration of the wilderness areas of northern New England and nearby environments by Harvard students. Conventions of literary expression and social behaviour spurred and shaped such activity, but undergirding these temporally-specific patterns were more universal characteristics of late-adolescent behaviour. Biological, anthropological and what may be called geographical imperatives led students to explore the limits of their regional environment and incorporate the values of the wilderness experience into their own maturational processes. The early journeys into the eastern wilderness of the geographical historian Francis Parkman are set in the context of these more universal institutional and behavioural patterns.     

THE ANTI-POVERTY EFFECT OF IN-KIND TRANSFERS: A “GOOD IDEA” GONE TOO FAR?”*

During the 1970's several policy analysts developed estimates of the effect of in-kind transfers (e.g., Food Stamps and Medicaid) on poverty. Unfortunately, many of these studies have, drastically overstated the antipoverty impact of in-kind transfers, leading some to claim that there are no mart? poor people in America. This article reviews these, studies, provides new evidence on the impact of in-kind benefits on poverty, and concludes that there is still a substantial poverty problem in America today which need be addressed by policymakers.     

BEYOND THE QUANTITATIVE CUL-DE-SAC: A QUALITATIVE PERSPECTIVE ON YOUTH EMPLOYMENT PROGRAMS*

There is a pressing need in the United States to develop effective programs that address youth unemployment and the transition from school to work. Based on work at 47 sites in 31 states, this paper reports on a policy evaluation strategy that heavily relied on qualitative research. On-site observers at each of these sites focused on key issues of program implementation, linkages to other agencies and organizations serving youth, and on the effectiveness of different program strategies for different target populations. The utility of qualitative analysis for in-depth assessments of these programs is stressed.     

JUDICIAL SELECTION: THE SOCIAL SCIENTISTS' VIEW*

This paper is an assessment of the contributions which social scientists have made to the debate on the most appropriate mode for selecting state judges. Specific analyses of the assumptions behind differing normative positions qoverning judicial selection (e.g., accountability versus independence) are discussed. Considerable empirical research has been completed on elective and Missouri Plan systemic. It is suggested however, that more definitive conclusions might be possible through cross-system analysis. The methodological barriers to effective comparisons among the systems are high, but that area of inquiry appears to offer the potential for social scientists to make a significant policy contribution.     

CHANGING PUBLIC ATTITUDES ABOUT PUBLIC WELFARE CLIENTS AND SERVICES THROUGH RESEARCH

Research findings aye useful in interpreting the widely misunderstood services of public welfare departments to the public. This article describes three research projects that were conducted and publicized by a state welfare department primarily to clarify public understanding of welfare programs. The three projects examined the characteristics of a special allowance given families to purchase school clothing for their children, the rate of turnover of Aid to Families with Dependent Children cases, and the numbers of and reasons for public employees receiving assistance from a state welfare department. Strategies for dealing with the media in interpreting public welfare programs are also suggested.
