Abstract

The former Conservative and Unionist prime minister, Arthur Balfour, contributed an article in 1912 to the German magazine Nord und Süd in which he explained why the ‘English point of view’s viewed Germany with ‘deep uneasiness’s. His theme was the role of narrative in Anglo-German relations: British anxieties stemmed from the interpretation that people ‘have thought themselves obliged to place upon a series of facts, or supposed facts, each of which taken by itself might be of small moment, but which taken together can neither be lightly treated nor calmly ignored’s. The building of a large fleet, the arms race, the demands for territory, and the threats to Europe's small states, notably the Netherlands and Belgium, made an Anglo-German war appear increasingly likely. If Germany wanted to improve relations with Britain, Balfour concluded, it had to prove its love for peace by co-operating with other states. A longer narrative underlay the famous memorandum written five years earlier by the head of the western department of the foreign office, Eyre Crowe. For him, the ‘maintenance of a state of tension and antagonism between Third Powers’s had characterized German foreign policy since the time of Prince Bismarck, whose bid for colonies had been an act of ‘direct and unmistakable hostility’s to Britain. By the time Crowe put pen to paper, in January 1907, German antagonism had become a feature in the landscape of British foreign policy-makers.  相似文献

Ongoing (1996–present) volcanic unrest near South Sister, Oregon, is accompanied by a striking set of hydrothermal anomalies, including elevated temperatures, elevated major ion concentrations, and 3He/4He ratios as large as 8.6 RA in slightly thermal springs. These observations prompted the US Geological Survey to begin a systematic hydrothermal‐monitoring effort encompassing 25 sites and 10 of the highest‐risk volcanoes in the Cascade volcanic arc, from Mount Baker near the Canadian border to Lassen Peak in northern California. A concerted effort was made to develop hourly, multiyear records of temperature and/or hydrothermal solute flux, suitable for retrospective comparison with other continuous geophysical monitoring data. Targets included summit fumarole groups and springs/streams that show clear evidence of magmatic influence in the form of high 3He/4He ratios and/or anomalous fluxes of magmatic CO2 or heat. As of 2009–2012, summit fumarole temperatures in the Cascade Range were generally near or below the local pure water boiling point; the maximum observed superheat was <2.5°C at Mount Baker. Variability in ground temperature records from the summit fumarole sites is temperature‐dependent, with the hottest sites tending to show less variability. Seasonal variability in the hydrothermal solute flux from magmatically influenced springs varied from essentially undetectable to a factor of 5–10. This range of observed behavior owes mainly to the local climate regime, with strongly snowmelt‐influenced springs and streams exhibiting more variability. As of the end of the 2012 field season, there had been 87 occurrences of local seismic energy densities approximately ≥ 0.001 J/m3 during periods of hourly record. Hydrothermal responses to these small seismic stimuli were generally undetectable or ambiguous. Evaluation of multiyear to multidecadal trends indicates that whereas the hydrothermal system at Mount St. Helens is still fast‐evolving in response to the 1980–present eruptive cycle, there is no clear evidence of ongoing long‐term trends in hydrothermal activity at other Cascade Range volcanoes that have been active or restless during the past century (Baker, South Sister, and Lassen). Experience gained during the Cascade Range hydrothermal‐monitoring experiment informs ongoing efforts to capture entire unrest cycles at more active but generally less accessible volcanoes such as those in the Aleutian arc.  相似文献

Heat treatment of lithic raw material, i.e. the intentional alteration of silica rocks for improving their knapping quality, is a process that may require great care and precisely controlled conditions in order to avoid failure due to overheating. The physical causes of overheating remain poorly understood leading to problems in the interpretation of heat-treated artefacts and/or fire-related taphonomic alteration of different types of silica rocks. This driving force of overheating is investigated by a set of experimental heat treatment sequences with different ramp rates and different volumes of flint with a well-defined mineralogical composition, porosity and water content. The results of this experiment show the main cause of heat-induced fracturing to be the vapour pressure in fluid inclusions within the rocks. Heterogeneous thermal expansion could be discarded. The interdependence between volume and heating rate is also shown. These results have implications for the study of archaeological heat-treated rocks, the understanding of taphonomic heat-induced fracturing of silica rocks and experimental flint knapping.  相似文献

In his 1969 Trevelyan Lectures, Franco Venturi argued that Kant's response to the question “What is Enlightenment?” has tended to promote a “philosophical interpretation” of the Enlightenment that leads scholars away from the political questions that were central to its concerns. But while Kant's response is well known, it has been often misunderstood by scholars who see it as offering a definition of an historical period, rather than an attempt at characterizing a process that had a significant implications. This article seeks (1) to clarify, briefly, the particular question that Kant was answering, (2) to examine - using Jürgen Habermas’ work as a case in point - the tension between readings that use Kant's answer as a way of discussing the Enlightenment as a discrete historical period and those readings that see it as offering a broad outline of an “Enlightenment Project” that continues into the present, and (3) to explore how Michel Foucault, in a series of discussions of Kant's response, sketched an approach to Kant's text that offers a way of reframing Venturi's distinction between “philosophical” and “political” interpretations of the Enlightenment.  相似文献

Abstract

In his long life Carl Linden lived variously and wonderfully. For more than half a century he was a teacher and promoter of Great Books in the classroom and in the neighborhood. Great Books in his hands and mind transformed him into a kind of latter-day Socrates, always questioning, always smiling, sometimes teasingly. As a naturalist he was a hiker/biker on the C&O Canal towpath and promoter of it, as well. His scholarly pursuits took him to Eastern Europe, especially to Russia and Ukraine, about which he wrote and taught for four decades. Finally, he was a bon vivant whose Socratic ways won him laurels in the classroom and friends in the places where good fellows meet.  相似文献
