This article examines Lyndon Johnson's handling of the North Atlantic Treaty Organization (NATO) nuclear-sharing issue and specifically plans for a NATO Multilateral Force during the first three years of his presidency. The article argues that although Johnson did not confront the nuclear sharing/Multilateral Force issue directly for the first year of his presidency, he subsequently made sensible policy decisions in the face of a number of challenges. These included pressure for a speedy resolution of the nuclear-sharing issue from within his own State Department and from the government of the Federal Republic of Germany on the one side, and opposition to the Multilateral Force from the British and French governments on the other. The nuclear-sharing issue is discussed in the context of challenges to NATO, most notably French President Charles de Gaulle's rejection of US leadership and his withdrawal of French forces from NATO's integrated military structure in 1966 and broader debates about nuclear consultation within the alliance. The article concludes that by using the advisory process well and through some deft diplomacy, particularly refusing to demand a quick resolution to the nuclear-sharing problem, the Johnson administration had effectively resolved the nuclear-sharing issue by late 1966.  相似文献

Deep sedimentary basins are complex systems that over long time scales may be affected by numerous interacting processes including groundwater flow, heat and mass transport, water–rock interactions, and mechanical loads induced by ice sheets. Understanding the interactions among these processes is important for the evaluation of the hydrodynamic and geochemical stability of geological CO2 disposal sites and is equally relevant to the safety evaluation of deep geologic repositories for nuclear waste. We present a reactive transport formulation coupled to thermo‐hydrodynamic and simplified mechanical processes. The formulation determines solution density and ion activities for ionic strengths ranging from freshwater to dense brines based on solution composition and simultaneously accounts for the hydro‐mechanical effects caused by long‐term surface loading during a glaciation cycle. The formulation was implemented into the existing MIN3P reactive transport code (MIN3P‐THCm) and was used to illustrate the processes occurring in a two‐dimensional cross section of a sedimentary basin subjected to a simplified glaciation scenario consisting of a single cycle of ice‐sheet advance and retreat over a time period of 32 500 years. Although the sedimentary basin simulation is illustrative in nature, it captures the key geological features of deep Paleozoic sedimentary basins in North America, including interbedded sandstones, shales, evaporites, and carbonates in the presence of dense brines. Simulated fluid pressures are shown to increase in low hydraulic conductivity units during ice‐sheet advance due to hydro‐mechanical coupling. During the period of deglaciation, Darcy velocities increase in the shallow aquifers and to a lesser extent in deeper high‐hydraulic conductivity units (e.g., sandstones) as a result of the infiltration of glacial meltwater below the warm‐based ice sheet. Dedolomitization is predicted to be the most widespread geochemical process, focused near the freshwater/brine interface. For the illustrative sedimentary basin, the results suggest a high degree of hydrodynamic and geochemical stability.  相似文献

Abstract

This article focuses on the humanitarian non-governmental organization (NGO) CARE, Inc., and its transformation from a temporary non-profit agency working in post-war relief to Europe, to a permanent humanitarian enterprise delivering food aid and technical assistance to the so-called ‘developing world’. It analyses CARE’s shift from its early days as an American voluntary agency delivering food and consumer products (donated by private individuals in America) to individuals in Europe to a large NGO that co-operated closely with the US government in food-aid distribution to the Global South. Its expansion and professionalization was embedded in the development of new forms of public-private co-operation in humanitarian affairs, as well as in the overall setting of an emerging competitive ‘humanitarian charity market’ in the non-profit sector. In order to expand its organization and mission CARE implemented new and innovative business strategies and fostered the increasing ‘managerialization’ of its humanitarian activities. The article stresses the economic dimension of NGO activity as one perspective (among others) that helps us to better understand the complex dynamics of the ‘rise’ of humanitarian non-state players during the twentieth century.  相似文献

Seasonal δ13C and δ18O data are presented from 14 Unio sub-fossil shells unearthed at the archaeological site of Çatalhöyük in central Turkey, spanning the occupation period ca. 9150–8000 cal years BP. The shells likely lived in the small lakes/wetlands around the site before being gathered and taken to Çatalhöyük. Wet-dry seasonal cycles are clearly apparent in the δ18Oshell profiles with low winter values reflecting winter precipitation and high δ18O in the summer resulting from evaporation. The most striking trend in the δ18O data is the drop in maximum summer δ18O ca. 8300 years BP, which we infer as indicating lower summer evaporation and hence a reduction in seasonality. Previous palaeoclimate records from the area have suggested cooler and more arid conditions, with reduced precipitation, around this time. While the drop in summer δ18O values could be due to reduced summer temperatures reducing summer evaporation, but there was little change in winter δ18O, perhaps suggesting winter growth cessation or reduced influence of winter climate change on δ18O. This shift in seasonal climate could be linked to solar-forced climate change beginning ca. 8600 years BP, and enhanced by the regional expression of the 8·2k event. Changing water balance over the occupation period is likely an important contributory factor behind observed cultural changes at Çatalhöyük in the Late Neolithic/Early Chalcolithic period. Our results might be considered to support the fission-fusion farming hypothesis as we provide additional evidence for wet winter/early spring conditions during the Early Holocene which likely caused flooding of the Çar?amba Fan. The changing water balance after ca. 8300 years BP (i.e. reduced seasonality and potentially reduced local summer evaporation) is also coincidental with the proposed end of this farming system due to multi-decadal drought.  相似文献
