In this paper, we investigate the agenda leadership capability of two American political institutions, Congress and the presidency, in an array of issue areas that include both domestic and foreign policy. The president has long been considered to have the most significant role in setting the policymaking agenda, but there is limited empirical research to support that claim. Examining the issue areas of defense, environment, health care, international affairs, law and crime, and macroeconomics from 1956 to 2005, we find statistically significant positive influence by the president on the congressional agenda in all six of the policy areas under examination, providing compelling evidence of presidential agenda leadership and a reactive Congress. Additionally, we find that the agenda relationship between the president and Congress is issue dependent, in that presidential attention has the largest substantive effect on the congressional agenda in the area of international affairs.  相似文献

Abstract: Since the turn of the century accounting professional organisations have been involved in a number of debates about climate change, catalysed initially by technical discussions about the treatment of European carbon credits in financial accounts. These bodies are positioning themselves as leading on climate change, for example, through launching professional training courses, funding research, and initiating corporate workshops and seminars. The paper examines the role of the accountancy profession in governing the new carbon economy. We review climate change related activities undertaken by accountancy professional bodies through drawing on primary empirical material, including interviews with accountants, accountancy standard setters and professional bodies. A mix of theories about the role of calculation, measurement and expertise in governance are used to help explain and understand the situation, including ideas about accountancy and society, epistemic communities, and governmentality.  相似文献

The dispersal of Homo sapiens across the New World is one of the greatest chapters in the history of our species; however, major questions about this late Pleistocene diaspora remain unanswered. Two contentious issues are the timing of colonization of the Bering Land Bridge and origin of Clovis, which at 13,000 calendar years ago is the earliest unequivocal complex of archaeological sites in temperate North America, known by its specialized fluted spear points. One hypothesis is that fluting technology emerged in Beringia and from there was carried southbound, with fluted points becoming the diagnostic “calling card” of early Paleoindians spreading across the Western Hemisphere. Fluted points have long been known from Alaska, yet until now they have never been found in a datable geologic context, making their relationship to Clovis a mystery. Here we show that a new archaeological site at Serpentine Hot Springs, Bering Land Bridge National Preserve, Alaska, contains fluted points in a stratified geologic deposit dating to no earlier than 12,400 calendar years ago. Our results suggest that Alaska's fluted-point complex is too young to be ancestral to Clovis, and that it instead represents either a south-to-north dispersal of early Americans or transmission of fluting technology from temperate North America. These results suggest that the peopling of the Americas and development of Paleoindian technology were much more complex than traditional models predict.  相似文献

San Jose de las Huertas was established as a land grant community by the Spanish crown in 1765 and occupied for about 60 years. Many of its residents returned to the area after a brief respite, to found the village of Placitas, which exists today. Archaeological excavation at Las Huertas, documentary research and oral history from descendants of the original settlers reveal the shifting impact of different colonialisms, each accompanied by an image of modernity. Spanish demands were attenuated by distance and waning power. American impositions are more problematic, involving a new political economy, conflicts over land and water, as Placitas converts to a bedroom suburb of Albuquerque.  相似文献

This essay examines a set of photographs created by Philip Delaporte, a German-American missionary working for the American Board of Commissioners for Foreign Missions on the island of Nauru in the early 20th century. At the time Nauru was a German colony, but the phosphate industry had brought a varied group of settlers and influences that added to a pre-existing series of inter-Pacific connections. The photographs were produced just prior to the full realization of the mining industry and the widespread ecological destruction it brought to the island. In many ways, Delaporte’s photographs are typical, recording the mission’s various projects and successes. However, Delaporte’s unique position as an ambiguous colonial figure on the eve of World War I, and Nauru’s own complex relationship with modernity, invite alternate readings of these images. Outside of Delaporte’s original intention, the photographs record other experiences: the workings of Indigenous modernity in the midst of a place increasingly subject to the inflows of global, colonial capital.  相似文献
