This article presents two ongoing programs of local government reform in Norway, the Free Commune Program and the Pilot Commune Program. These programs are fairly typical of thinking on local government development in the Nordic countries at the moment. On the one hand, the welfare states are seen as being in danger of becoming overloaded. On the other hand, local government is seen as being in need of developing a capacity to respond better to local communities; consequently, national regulations have to become less standardized in order to allow for greater local adaptability and more variation. The emergent municipal organizational models reflect a more community-oriented approach to local government and a deemphasis on local governments as distributive channels for central ministries. A New Nordic Welfare Model is emerging with more emphasis on local initiatives. 相似文献

We analyzed two mid-Holocene (∼5000 years before present) individuals from North America that belong to mitochondrial DNA (mtDNA) haplogroup M, a common type found in East Asia, but one that has never before been reported in ancient or living indigenous populations in the Americas. This study provides evidence that the founding migrants of the Americas exhibited greater genetic diversity than previously recognized, prompting us to reconsider the widely accepted five-founder model that posits that the Americas were colonized by only five founding mtDNA lineages. Additional genetic studies of prehistoric remains in the Americas are likely to reveal important insights into the early population history of Native Americans. However, the usefulness of this information will be tempered by the ability of researchers to distinguish novel founding lineages from contamination and, as such, we recommend strategies to successfully accomplish this goal. 相似文献

Controlled experiments in percussion flaking allowed for objective analysis of relationships between variables of flake production and those variables which are attributes of the final result. The independent variables, those controlled by the flintknapper in the production of stone tools, include force and angle of blow, platform thickness and exterior platform angle. The dependent variables are those attributes of the flakes which are often used in current lithic analyses and include interior platform angle, length, thickness and flake termination. The results clearly show that exterior platform angle is highly significant for understanding many aspects of flake production. Summary The Elizabethan small‐scale maps of towns, beginning with Cuningham's Norwich (1559) and ending with Speed's collection in his Theatre, are often underrated by historians. If used intelligently, these maps, which combine a ground plan with perspective drawing, can give much useful historical information, particularly about the main street pattern; fortifications or other buildings, since demolished; and the extent of suburban development. Large‐scale maps of this and later periods provide not only a reliable record of the changes in the street plan, but often depict the structure of houses or the various kinds of industrial undertakings, and give historical or statistical details of great importance. Many have borders filled with accurate engravings of buildings, since demolished. From the time of Leake's great survey of London (1665), but especially in the second half of the 18th century, an increasing number of towns had accurate surveys made at a scale of approximately 1: 5,000. The best of these show the house plots in detail, the relation of the built‐up area to the open spaces, and land use in the environs. In the first decades of the 19th century plans of the greatest detail and reliability were made for some of the larger towns on a scale of 1 : 2,500.
